A Regular Meeting of the Historic Landmark Commission was held on June 12, 2023 and called
to order at 3:41 p.m. with the following members present:

Commissioner Makin moved to approve the minutes of the Regular Meeting held on May 8, 2023.
Commissioner Bell seconded the motion. The motion to approve carried 7:0.
REGULAR MEETING
1) PZ2023-198: A request for a Certificate of Appropriateness to change horizontal siding
to vertical siding.
Applicant: Melchor Arevalo

Mrs. Luckey presented the staff report. Melchor Arevalo requests permission to remove the
horizontal vinyl siding from the house located at 2598 Rusk Street. He would install in its place, a
vertical white cement board siding changing the exterior elevation of the structure.
This home could be categorized as a craftsman style house. The typical wall cladding was wood
clap board, wood shingles, stones, brick and concrete block (McAlester et al., pg. 454-563). The
vertical siding provides a modern take on the craftsman design, allowing for smaller homes to
appear taller, and adding a contemporary feel to the traditional designs.
The house is not listed in the SPARE survey.
Staff recommended approval of the request with the following condition:
1. All applicable permits and inspections are obtained through the Building Codes
Department.
Slides of the subject property and an example of the proposed siding were shown.
The applicant was present. Melchor Arevalo, 2598 Rusk Street, Beaumont, Texas addressed the
Commission. Mr. Arevalo stated that the siding is damaged and needs replacing. He further stated
that the cement siding is easier to install than the vinyl siding and will last longer.
Discussion followed concerning the color of the home and that it will be approved by staff at a
later point.
Commissioner Makin moved to approve the request for a Certificate of Appropriateness to change
horizontal siding to vertical siding, as requested in file PZ2023-198, with the following condition:
1. All applicable permits and inspections are obtained through the Building Codes
Department.
Commissioner Crawford seconded the motion.
Discussion following the motion was had concerning the change to the look of the house if
approved and clarifications from staff on their recommendation.
A roll call vote was taken. Chairman LaBiche-Nay; Commissioner Avery -Aye; Commissioner
Bell -Aye; Commissioner Berube-Nay; Commissioner Crawford -Nay; Commissioner Makin -Aye;
Commissioner Provo -Aye. Commissioner Sigee did not vote due to coming in late and not hearing
the full discussion. The motion to approve the request carried 4:3.
2) PZ2023-199: A request for a Certificate of Appropriateness to remove cedar shake siding.
Applicant: Larry Mills

Mrs. Luckey presented the staff report. Larry Mills requests permission to remove the cedar shake
siding from the house located at 2575 Ashley. The removal of the cedar shake was started without
the benefit of an approved Certificate of Appropriateness, or building permits. His intent is to
match the profile of the existing garage, which is located in the rear yard and visible from the street
right-of-way. The siding to be used will be hardie plank, and the red brick on the lower portion of
the structure will remain.
This home could be categorized as a Minimal Traditional style house. A variety of materials such
as stone, brick, wood siding, etc. appear to be used for a Minimal Traditional style home
(McAlester et at., pg. 481). Therefore, the removal of the cedar shakes to be replaced with hardie
plank siding seems appropriate for a home of this era.
The house is not listed in the SPARE survey.
Staff recommended approval of the request with the following conditions:
1. All applicable permits and inspections are obtained through the Building Codes
Department.
2. The siding be painted to match the garage in the rear.

The applicant was present. Larry Mills, 2575 Ashley Avenue, Beaumont, Texas addressed the
Commission. Mr. Mills stated that he has lived at the home since 2005 and has completed a lot or
remodeling. He added that the cedar plank is no longer appropriate and is a fire and bug hazard.
He would like to replace it with hardie plank which will be more sturdy, will enhance the look of
the property and better match the garage. He pointed out that several houses in the district have
similar siding. Finally, he thanked the Commission for their consideration and requested approval
of the request.
Commissioner Makin moved to approve the request for a Certificate of Appropriateness to remove
cedar shake siding, as requested in file PZ2023-199, with the following conditions:
1. All applicable permits and inspections are obtained through the Building Codes
Department.
2. The siding be painted to match the garage in the rear.
Commissioner Sigee seconded the motion.

3) PZ2023-202: A request for a Certificate of Appropriateness to rehabilitate a historic
structure, and keep a parking lot and accessibility ramp.
Applicant: David Bradley
Location: 694 Forrest Street
Mrs. Luckey presented the staff report. Applicant, David Bradley, requests permission to
rehabilitate the structure located at 694 Forrest. The house was built for Holmes Duke, a prominent
local businessman and city official, and is listed as a recorded Texas Landmark listed on the
National Register of Historic Places. The work began without the benefit of approval from the
State review board or applicable City permits.
The request includes keeping six (6) paved parking spaces in the rear of the home, using existing
curb apron and brick perimeter. Replacing the front, side and rear door entry steps, with the side
door having an accessibility ramp that is sympathetic to the design of the existing porches.
Removing the damaged faux window shutters, replace rotten siding to match the exiting profile,
to be painted to match the existing color scheme, restoring the existing porch detailing with
existing designs to be duplicated. Removal of roll down sunshades on the front porch, and roof
repairs to match the existing mineral board type roofing.
The property is in the 1977 and 1989 SPARE Beaumont Survey. SPARE states the house was built
in 1899. The buildings significance is listed as, Beaumont's best example of a small Queen Anne
house and one of the few surviving from the pre-Spindletop era. The finely detailed structure
includes original woodwork as well as stained and beveled glass windows.
A ruling from the Texas Historic Commission was provided to the Commission.
Staff recommended approval of the request with the following conditions:
1. Approval in accordance with the Texas Historical Commission Approved Scope of Work.
2. All applicable permits and inspections are obtained through the building codes
department.
Slides of the subject property were shown.
The applicant was present. David Bradley, 2165 North Street, Beaumont, Texas addressed the
Commission. Mr. Bradley stated that this property is outside the district, but is a historic home and
that he had begun work before realizing it needed these specific requirements. He added that it
will be a hospice administrative facility.
Discussion followed concerning the fence and future improvements.
Commissioner Makin moved to approve the request for a Certificate of Appropriateness to
rehabilitate a historic structure, and keeps a parking lot and accessibility ramp, as requested in file
PZ2023-202, with the following conditions:

4) PZ2023-221: A request for a Certificate of Demolition to remove a rear addition.
Applicant: James Eller
Location: 2332 Evalon Avenue
Mrs. Luckey presented the staff report. James Eller, requests permission to demolish a three (3)
room addition on the rear of the structure located at 2332 Evalon Avenue. Mr. Eller stated that the
rooms he would like to remove are not part of the original structure, and his intent is to restore the
original footprint of the home. The portion to be demolished is not visible fiom the street right of
way.
The property was red tagged on April 12, 2021, and is under a work program with the demolition
department. The structure was previously brought to you in June of 2022 for a raze order when the
property failed to come into compliance with the red tag. Mr. Eller was granted an extension by
Council to bring the project into compliance.
The property is listed in the 1991 SPARE Beaumont Survey, with its significance listed as an
example of middle class housing built since the 1930's. A precursor to the modern ranch.
Planning staff recommended approval of this request with the following conditions:
All applicable permits and inspections be obtained through the Building Codes
Department,
2. The siding and door installed, match the existing profile of the structure.
Slides of the subject property and demolition drawing were shown.
Nineteen (19) notices were sent to property owners within 200 feet of the subject property. One
response was received in favor and two (2) were received in opposition. Mrs. Luckey read the
letters.
The applicant was not present.

Mrs. Luckey presented the staff report. Boyd Meier, Building Official, requests a Certificate of
Demolition for the house located at 592 2"d Street, also known as 1715 McFaddin. According to
the inspection report, this structure was originally tagged on October 10, 2021. The structure was
found to have numerous code violations, such as failing foundation, rotten exterior walls, and is
considered unsafe for human occupancy.
Based on the extensive repairs needed for this structure the Building Codes Staff is recommending
a raze order.
The property is listed in the 1990 SPARE Beaumont Survey, however the structure listed is not
the structure that exist there today.
Planning staff recommended approval of this request.
Slides of the subject property were shown.
Nineteen (19) notices were sent to property owners within 200 feet of the subject property. Zero
response were received in favor or opposition.

6) PZ2023-224: A request for a Certificate of Demolition to demolish a red tagged
structure.
Applicant: City of Beaumont
Location: 2098 North Street
Mrs. Luckey presented the staff report. Boyd Meier, Building Official, requests a Certificate of
Demolition for the house located at 2098 North. According to the inspection report, this structure
was originally tagged on May 29, 2020. The structure was found to have numerous code violations,
such as failing foundation, rotten exterior walls, and is considered unsafe for human occupancy.
There have been multiple changes of ownership, and multiple work programs emuolled in with no
progress made from the time of the initial tagging of the structure. The inspection report shows
that the last work done to the property was in October of 2022, leaving the structure unsecure and
exposed to the elements.
Based on the extensive repairs needed for this structure the Building Codes Staff is recommending
a raze order.
The property is listed in the 1990 SPARE Beaumont Survey, with its significance listed as "the
house is an example of middle class housing built in Beaumont after the first Spindletop boom.
Planning staff recommended approval of this request.
Slides of the subject property were shown.
Seventeen (17) notices were sent to property owners within 200 feet of the subject property. One
response was received in favor and two (2) were received in opposition. Mrs. Luckey read the
letters in opposition.
Ms. Wood gave a history of the red tag process for the subject property.
David Bradley, 2165 North Street, Beaumont, Texas addressed the Commission. He gave a brief
history of the property and stated that he is listing it for sale and asked for a postponement on
demolition.

Tim McGraw, 777 N 4"' Street, Beaumont, Texas addressed the Commission. He stated that he
represents the church at that address and that they eventually plan to expand to open a Hispanic
Community Center there.
Commissioner Bell moved to deny the request for a Certificate of Demolition to demolish a red
tagged structure, as requested in file PZ2023-224.
Commissioner Crawford seconded the motion.

a raze order.

SUBJECT: Request for a certificate of appropriateness to construct a circular drive and add a
deck to a side porch.

STAFF REPORT
Christy Williams is requesting permission to construct a circular drive, walkway, deck and new
steps at her home located at 2435 Liberty Avenue. Ms. Williams states she no longer feels she
can safely navigate backing onto the busy street from her drive. Included in your packet is a
letter from Ms. Williams and a number of examples of circle drives within the district.
The proposed circle drive would be eight (8) feet wide and tie into the existing four (4) foot
sidewalk located along Liberty making a total of twelve (12) feet of concrete in front of the
home. Examples provided by Ms. Williams reference properties with an attached porte cochere
appropriate for the design of the structure, and to drives that mostly pre date the adoption of
the second phase of the Historic Ordinances in 1997.
While it should be noted that Liberty and Laurel are one-way and tend to have high speed
traffic, most if not all circular drives predate the ordinance. In the last ten (10) years, the
commission has heard five requests for circular drives. All were denied except for one on Rusk
Street where the new drive extended through a side yard, and not in front of the structure.
Staff recommends denial of the proposed circle drive as the ordinance discourages parking in
front yards, as well as the tie into the existing sidewalk could potentially block pedestrian foot
traffic.
The proposed deck and new steps would be constructed of wood, with three (3) steps from the
grass to the deck. A railing would be constructed around the deck with 4 by 4 post and 2 by 2
forty two (42) inch spindles. Ms. Williams states that the existing brick steps are original to the
home, and have deteriorated greatly and are not safe for use.
Ms. Williams has also proposed a walkway from the requested circle drive to the new entry.
While staff has recommended denial of the circle drive, installing a walkway from the deck to
the sidewalk would be an appropriate and staff would support this action.
Staff recommends denial of the proposed driveway in the front yard and approval of the
request for the walkway, deck and steps with the following conditions:
1. All applicable permits and inspections be obtained through the Building Codes
Department.
2. The walkway tie into the existing sidewalk, not an additional circle drive.
The house is not listed in the SPARE Beaumont Survey.

Reason for changes
1.Concrete driveway.....:
I am a 71 year old single woman that needs to drive off my property in a forward motion.
I bought this property in 1991 and have seen a high increase of traffic and consistency of flow of
vehicles. I have had a few issues this past year with my sight and with my hearing and realize
that I need to prepare for me to safely enter my busy street as I age. Although I have much
improved, I no longer feel safe to back Into Liberty St. traffic. I am designing an extension of
my driveway to enter Liberty St traffic flow with a forward movement of my car with this new exit
drive to the east side of my property.
Verification of Historic Appropriateness:
I am enclosing many photos of homes in my neighborhood that are consistent with this
driveway feature as part of this era. I love living in OldTown with It's preservation of this period
of history. Homes built in the 30's and 40's often had these circular drives for esthetic purposes,
not Just for practical reasons. My plans are for both reasons. I will coordinate my landscaping
and walkway to add beauty and value to my property and to this neighborhood, as well as safety
for me currently and as I age.

purchased this property a few months after my home, In 1992. It already had the concrete
drive in front when I purchased it. It is far easier to see the traffic and safer for me to leave the
property and enter the street. I want my home to be as safe as my business properly.

Going west, you'll find a historic circle drive next door to me at 2497 Liberty St.. I've been told
that my nelghbors home was owned by the Stedman family who owned a produce company
near Liberty St. and Park St, downtown at the time that these homes were built. The drive there
appears to be the original drive, made with a brick herringbone pattern. It Is very aesthetically
beautiful and in good condition. :(-('9
Continue to view the home (photo enclosed) situated one half block north of us at the corner
of 9th and Broadway (360 9th aQ. This structure Is another of the older homes in this area. It

In the very next block of Liberty (2500 block} west are two more homes with entrance and
exit driveways. All of the photos enclosed are within two miles of my property. All are south of
Calder, flanked by 7th and 9th street on the east & west sides of this neighborhood. I found
more similar driveways, but these should be sufficient to represent the change that I am
requesting and should authenticate the approprlateness of this addition to my home.
2 and 3. Reason for changes to the new deck and walkway:
My existing brick steps appear to be the original steps built with this home. They have
deteriorated and now have weeds and vegetation growing through the bricks. A new deck will
make It easier to exit that door onto a safe platform and will have three safe steps down to the
grass level. I will also add an attractive walkway connecting this deck with the new drive
around. As a homeowner, I should maintain the quality of my home by making these
improvements.

STAFF REPORT
John Stone, Is requesting permission to add on to the existing garage at his home located at
2495 Gladys Avenue. The addition to the garage will be constructed with materials to match the
