A Regular Meeting of the Historic Landmark Commission was held on May 8, 2023 and called to
order at 3 -447 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Goodness moved to approve the minutes of the Regular Meeting held on April 10,
2023, Commissioner Avery seconded the motion. The motion to approve carried 7:0.
RE, GULAR MEETING
1) PZ2023-101 - A reqLiest for a Certificate of Appropriateness to keep a porch.
Applicant: Pat .tones
Location: 2286 Rusk Street
Mrs. Luckey presented the staff report. Property owner, Pat Jones, requests permission to keep a
side entry porch to the structure located at 2286 Rusk Street. In November 2022 a Certificate of
Appropriateness was issued for the leveling of the structure. Once the structure was leveled, the
existing steps to the side entry were no longer usable as they did not reach the door for safe entry.

On February 23,d Inspector Randle noticed a small porch with a landing and steps was constructed
without the benefit of an approved Certificate of Appropriateness or Building Permits.
The structure is categorized as a Colonial Revival, with the asymmetrical fagade of the porch. The
economic depression of the 1930's and changing postwar fashions led to simplifications of the
design leaving out traditional grandeur details. Side entries appear to be cornmon for niost Colonial
Revival styles. Information and examples can be seen in A Field Guicle to Aineilcian Houses
(McAlester et al., pgs. 321-330).
The property is in the 1989 and 1990 SPARE Beaumont Survey. SPARE states the house was built
circa 1930. The buildings significance listed as, the house is an example of middle class housing
built in the 1930's.
Staff recommended approval of the request with the following conditions:
1. All applicable permits and inspections be obtained through the Building Codes
Department.
2. Porch shall be painted to match the house.
Slides of the subject property were shown.
The applicant was present. Patrick Jones, 900 Northwind, Port Arthur, Texas addressed the
Commission. Mr. Jones stated that he would like to install spindles on the porch. Mrs. Luck cy
stated that with the Commissions consideration as long as the request is sympathetic to the ftont
of the structure, Plarming Staff can review the request for spindles without the item returning to
the Commission for approval. The applicant approves of the conditions recornmeMed by staff.
Con-imissioner Bell moved to approve the request for a Certificate of Appropriateness to keep a
porch, as requested in file PZ2023 -10 1, with the following conditions:
1. All applicable permits and inspections be obtained through the Building Codes
Department.
2. Porch shall be painted to match the housc,-
along with the addition of railings to the poreb if approved by Plaiu-iing Staff.
Commissioner Avery seconded the motion. 1"he inotion to approve the request carried 7:0.
2) PZ2023-142: A request for a Certificate of Appropriateness to keel) pillars and gable
detail.

Mrs. Luckey presented the staff report. Applicant, Jcnii1fer Rocha, requests permission to keep
newly installed square pillars and an added gable detail to the structure located at 2598 Hazel
Avenue. On January 30"' Inspector Randle noticed the completed alterations without the benefit
of an approved Certificate of Appropriateness or Building Permits, A notice of violation was
issued, and the applicant came in to submit the request to keep the eighty seven inch (87") square
pillars and the newly added gable detail.
The structure is categorized as a Colonial Revival. Structures featuring side gabled roofs typically
had prominently displayed entries with pillars and gables. Examples can be seen in A Field GuWe
to -/I in ericcin I-Io uses (McA I e ster et a L, legs. 3 21 - 3 3 9).
The property is in the 1990 and 1989 SPARE Beaumont Survey. SPART', states the house was built
circa 1930. The buildings significance 11stcd as, the house is an example of middle class housing
built in the 1930's.
Staff recommended approval of the request with the following conditions:

pillars and gable detail, as requested in file PZ2023-142, with the following conditions:
1. All applicable permits and inspections be obtained through the Building Codes
Department.
2. The pillars and gable detail be painted to match the house.

3) PZ2023-147: A request for a Certificate of Appropriateness to resizc windows.
Applicant: Daniel Garcia
Location: 555 9'11 Street
Mrs. Luckey presented the staff report. Property owner, Daniel Garcia, requests permission to
resize four (4) windows on the structure located at 555 9t" street. Mr. Garcia is in the process of
renovating the'vacant structure and would like resize one of the six by six windows on the south
side to a three by six window. On the front of the structure, there are two large six by six windows
o either side of the front door. Mr. Garcia would like to install two three by six windows within

each of the six by six openings. Finally, on the north side of the structure, there is a four by six
window lie would like to rep] ace pith a three by six wi nd o w. The pro po sed window well be white.,
and six over six in appearance.
The structure could be categorized as a National hoine, with the gabled pyramidal roof and nearly
square plan. The sty1c was popular in the south during the 1900's to 30's with Colonial Revival,
Tudor, and craftsman styles, however many remained simple folk fornis lacking fashionable
details. Fxamples of such can be see- n in A Ffield Guicle to Ainicctn Houses (McAlester et al., pgs.
100- 101).
The property is not listed in the SPARE Beaun-iont survey.
Staff recommended approval of the request with the following conditions-
1. All applicable permits and inspections be obtained through the Building Codes
Department.
2. Any siding installed will be painted to match the existing structure.
Slides of the subject property were shown.
Brief discussion followed concerning the location of the windows to be replaced.
The applicant was present. Daniel Garcia, 2335 North Street, Beaumont, Texas addressed the
Commission. The applicant approves of the conditions recot -naiended by staff.
Commissioner Templeton moved to approve the request for a Certificate of Appropriateness to
resize windows., as requested in file PZ2023-147, with the following conditions:
1.All applicable permits and inspections be obtained through the Building Codes
Department.
2. Any siding installed will be painted to match the existing structure.

a State Historical Designation and National Register of Historic Places and
placement of markers.

Mrs. Luckey presciited the staffreport. Applicant, Chad My ell with'I"he Pipkin Park Honor Guard
along with the Jefferson County Historical Commission, are seeking support for a State Historical

Designation, placing The Temple to the Brave on the National Register of Historic Places and
installing the markers at the Teiiiplc in Pipkin Park, located at 1350 Pernisylvania.
In 1931 the Colonel Gcorge Moffet Chapter of the National Society of the Daughters of American
Revolution ("DAR") had the temple constructed with funds raised to celebrate the ending of World
War 1. "I"he temple was dedicated in 1932 to celebrate the date of the British surrender to George
Washington. The temple is currently used as a museum and is open by appointment, or on patriotic
holidays. The site houses the Texas Historical Marker honoring "Jean Baptiste (Jonas) Chaison"
marker, placed at the park in 1976. The temple was recognized in 2003 as a DER Historical
monument. In 2007, the DAR coordinated a campaign where the windows, and walls were
repaired, and an, HVAC system was installed, the temple was also rededicated that year on its 75"'
an
n.versary.
The property is not listed in the SPARE Beaumont survey.
Staff recommended approval of the request.

"I"he applicant was present. Chad Myzell, 735 Shakespeare Drive, Beaumont, Texas addressed the
Commission. Mr. My ell stated that he appreciates the Commission's consideration of support of
the application. He ftirthcr stated that he is hopeftil that by having the temple on record, more
people will become aware of it.
Commissioner Goodness recognized the presence of the Historical Marker Chair Kate Hambright,
of the Jefferson County Historical Commission. She praised Ms. Lambright's research and effort
relating, to the application process for the temple.
Commissioner Goodness n-ioved to approve the request for a Certificate of Appropriateness to
support an application for a State Historical Designation and National Register of Historic Places
and placement of markers, as requested in file PZ2023-148.
Commissioner Templeton seconded the motion. The motion to approve the request carried 7:0.
5) PZ2023-155: A request for a Certificate of Appropriateness to reduce windows and
construct a new driveway.
Applicant: Pat Jones
Location: 2565 Rusk Street
Mrs. Luckey presented the staff report. Property owner, Pat Jones, requests permission to reduce
the windows on the east side of the structure, and to removc the existing pavers to install a concrete
driveway at 2565 Rusk Street. Mr. Jones is in the process of renovating the vacant structure and
would like to reduce the current eight (8) windows located within the one room on the east side of
the home to four (4).

The structure could be categorized as a Tudor home, with the steeply pitched gross gabled roof
and brick tabbed detailing along the door and attached side entry. The style was largely constructed
during the 1920's and 3 O's with Colonial Revival hon-ics. Elxamplcs of such can be seen in A F ielcl
Guicle to Amer* ire Houses (McAlester et al., pgs. 355--363).
The property is not listed in the SPARE Beaun-iont survey.
Staff recommended approval, of the request with the followhig conditions:
1. All applicable permits and inspections be obtained through the Building Codes
Department.
2. The new pavement of the drive shall not extend in front of the structure.

Commission. Mr. Jones stated that he is improving the propet-ty for rental purposes. The applicant
approves of the conditiotis recoininended by staff.
Commissioner Goodness moved to approve the request for a Certificate of Appropriateness to

following conditions:
1. All applicable permits and inspections be obtained through the Building Codes
Department.

STAFF REPORT
Me|chorArevalo requests permission to remove the horizontal vinyl siding from the house
located at259O Rusk Street. He would install in its place, avertical white cement board siding
changing the exterior elevation ofthe structure.
This home could be categorized as a craftsman style house. The typical wall cladding was wood
clap board, wood shingles, stones, brick and concrete block (McAlester etai,pg. 4G4-5G3). The
vertical siding provides a modern take on the craftsnnan design, allowing for smaller homes to
appear taller, and adding a contemporary feel to the traditional designs.
Staff recommends approval of the request with the following conditions.

STAFF REPORT
Larry Mills requests permission to remove the cedar shake siding from the house located at
2575 Ashley. The removal of the cedar shake was started without the benefit of an approved
Certificate of Appropriateness, or building permits. His intent is to match the profile of the
existing garage, which is located in the rear yard and visible from the street right'of-vvay. The
siding to be used will be hardie plank, and the red brick on the lower portion of the structure
will remain.
This home could be categorized as a Minimal Traditional style house. Avarietv of materials such
as stone, brick, wood siding, etc. appear to be used for a &q[n|rnal Traditional style home
(McAlester et al., pg. 481). Therefore, the removal of the cedar shakes to be replaced with
hard1e plank siding seems appropriate for a home ofthis era.
Staff recommends approval of the request with the following conditions.
l. All applicable permits and inspections are obtained through the Building Codes
Department.
2. The siding be painted to match the garage in the rear.
The house is not listed in the SPARE survey.

Thanks for your assistance yesterday. When Pashae Randle visited my residence yesterday she
recommended that I take and submit a photo of my existing garage and submit it with the application.
She said that the garage finished with the woodgrain Hardie siding was in her words "beautiful." I have
thus attached a photo of the garage which is fully visible from the the street.
I would also like to submit to the committee that at one time most of the historical houses in the Oaks
I neighborhood had wooden shingle roofs which are no longer appropriate and are not Used due in
Part to their being a fire hazard. 1 contend that wooden shake shingles on the second story exterior
wails also pose the same hazard as well as infestation with numerous species of bugs. The
replacement woodgrain Hai -die plank siding will produce a "beautiful $1 and "appropriate" look and
contrast. If requested, I can supply photos of other two story houses, in the Oaks that have brick on the
first floor and wood or Hai -die siding on the second floor.
My wife and I moved to "Old Town" now The Oaks) in 2005 because of the historical homes and we
have done everything to preserve and upgrade our home and the neighborhood.

Attached is some additional information that I would like to submit.
I have found that the residence located at 24'T7 Long previously had cedar shingles on
the entire exterior of the house which were removed several years ago and replaced
with the Hardie siding. A photo of that house as well as other houses in the
neighborhood which have had original siding replaced with Hardie Siding are attached.
Also attached is a Comparison of Cedar Shingle Siding and Hardie Plank Siding.

STAFF REPORT
Applicant, David Bradley, requests permission to rehabilitate the structure located at 694
Forrest. The house was built for Holmes Duke, a prominent local businessman and city official,
and |slisted as a recorded Texas Landmark listed on the National Register of Historic Places. The
work began without the benefit of approval from the State review board or applicable City
The request includes keeping six (6) paved parking spaces in the rear of the home, using
existing curb apron and brick perimeter. Replacing the front, side and rear door entry steps,
with the side door having an accessibility ramp that is sympathetic to the design of the existing
porches. Removing the damaged faux window shutters, replace rotten siding tomatch the
exiting profile, to be painted to match the existing color scheme, restoring the existing porch
detailing with existing designs to be duplicated. Removal of roll down sunshades on the front
porch, and roof repairs to match the existing mineral board type roofing.
Staff recommends approval of the request with the following conditions-

Attached is an application as required.
The home exterior has suffered extreme neglect for over a decade. The past
owner was found deceased (for some period of time apparently) in the home
and took months for folks to find relatives in Canada. The City of Beaumont
building code staff were very gracious in referring the heirs to me
in trying to find a solution to the home given its dilapidated exterior. Adding to
its woes was a declining location as neighboring properties are a Salvation
Army homeless shelter and a Local Charity/soup kitchen facility.
This application is being submitted with much work completed as both myself,
and apparently City staff to a degree ,did not recognize the primary authority of
t h e State.
This should adequately identify all aspects of exterior work completed (*)

street side and front of home (Previously approved by City Landmark
Commission)

demolition department. The structure was previously brought to you in June of 2022 for a raze

on tile left side. The vines have started to grow into the interior of the house through a

STAFF REPORT
Boyd Meier, Building Official, requests eCertificate of Demolition for the garage apartment
located in the rear of 2350 Angelina, on Minor Street. According to the inspection report,, this
structure was originally tagged on January 27, 2022. The structure was found to have
numerous code violations, such as failing foundation, rotten exterior walls, and is considered
unsafe for human occupancy.
Based on the extensive repairs needed for this structure the Building Codes Staff is
Planning staff recommends approval of this request.
The property is not listed in the SPARE Beaumont survey.
