STAFF REPORT
Bernardino Tristan of Fittz & Shipman, Inc. requests a Specific Use Permit to develop a
medical office located at359OBlackmon Lane #l. This office will serve asthe Heart &Lung
Center ofSoutheast Texas ofBeaumont. The construction will consist ofbrick one-story
building with eleven (11) parking spaces and two (2) ADA spaces. Two (2) medical offices exist
along Blackmon Ln Professional Plaza and various medical offices are established directly south
of this property. The addition ofthe Heart & Lung Center appears tobeanappropriate use
within this area.
Planning staff recommends approval of the request with the following conditions:
l. Construction plans must meet all requirements by Water Utilities for any water and
sanitary sewer improvements, including any requirements of the City's backf|ovv pre'
treatment, and/or FOG program.
2. Construction plans shall be in compliance with Section 28.04.006 Landscaping and
screening requirements.
3. Construction plans shall be in compliance with all applicable Building and Fire Codes.
Please note that final occupancy approval is subject toreview and acceptance ofsubmitted
plans and field inspections to verify compliance with applicable codes.

Proposed one-story medical office building with concrete parking area & landscaping is proposed to be
constructed on Lot 2, Blackmon Lane Professional Plaza (Vol 15 pg 162), A. Williams Survey Abstr. 385.
The proposed development area is located on the north side of Blackmon Lane. The entire Blackmon Lane
Professional Plaza subdivision is located in the Residential Multiple -Family Dwelling— Highest Density (RM-
H) District. Vacant lots to the east are zoned General Commercial Multiple -Family Dwelling-2 (G-2) District.
Construction will consist of brick one-story building, 13 total parking spaces, entry drives paving, sidewalks
landscaping & fencing, and drainage swales.
0 11 parking spaces + 2 ADA spaces will be added
0 Sidewalks are being added along the north side of Blackmon Lane Street and along the east side of
Blackmon Lane Professional Plaza private drive.
0 A 7 foot landscape buffer will be installed along the west side to separate the parking from the

0 A 10 foot wide landscape buffer and privacy fence will be provided on the south and east side of the
