REQUESTED ACTION: Council consider a resolution to amend the Public Services and
Public Facilities and Improvements budget line items of the
Consolidated Grant Program's 2021 Annual Action Plan to include
supplemental HOME ARP (American Rescue Plan).
BACKGROUND
The American Rescue Plan (ARP)Act of 2021 allocated $1,865,394 in supplemental HOME
funding to the City of Beaumont. The appropriated funds are to address the need for
homelessness assistance and supportive services. In accordance with the HOME ARP Grant
Agreement, a city may use 5%of its total award for administrative and planning costs.
Based on the consultations and public meetings, Staff specifically proposes the following
activities for the allocation:
Acquisition &development of non-congregate shelter(NCS)units: $1,572,124
Tenant Based Rental Assistance('1'BRA) $200,000
Administrative Expenses: $93,270

RESOLUTION NO.
BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF BEAUMONT:
WHEREAS, on April 20, 2021, the City Council of the City of Beaumont, Texas
passed Resolution No. 21-100 adopting the HUD Consolidated Grant Program's 2021
Annual Action Plan, as well as the budget of the 2021 Action Plan in the estimated amount
of $1,384,834.00; and,
WHEREAS, on March 14, 2023 a Public Hearing was held to amend the budget of
the 2021 Annual Action Plan with an additional allocated amount of $1,865,394.00 in
supplemental HOME ARP (American Rescue Plan) funding to the City of Beaumont for
the need for homelessness assistance and supportive services; and,
WHEREAS, the amendment of the Public Services and Public Facilities and
Improvements line items of the Consolidated Grant Program's 2021 Annual Action Plan
are required to include supplemental HOME ARP; and,
WHEREAS, Staff specifically proposes the following activities for allocation:
1. Acquisition and development of non-congregate shelter units:
$1,572,124.00;
2. Tenant Based Rental Assistance: $200,000.00;
3. Administrative Expenses: 93,270.00;
NOW, THEREFORE, BE IT RESOLVED BY THE
CITY COUNCIL OF THE CITY OF BEAUMONT:
THAT the City Council hereby adopts the amendment to the budget of the 2021
Action Plan in the estimated amount of $1,865.394.00 in Community Development Block
Grant (CDBG) funding, the Public Services and Public Facilities and Improvements line
items of the Consolidated Grant Program's 2021 Annual Action Plan are required to
include supplemental HOME ARP; and,
THAT, Staff specifically proposes the following activities for allocation:
1. Acquisition and development of non-congregate shelter units:
$1,572,124.00.
2. Tenant Based Rental Assistance: $200,000.00.
3. Administrative Expenses: 93,270.00.
The Plan is substantially in the form attached hereto as Exhibit "A," and made a
part hereof for all purposes.
The meeting at which this resolution was approved was in all things conducted in
strict compliance with the Texas Open Meetings Act, Texas Government Code, Chapter
551.
