SUBJECT: Consider a request to Rezone a portion of property from CS[-K4O (General
Commercial — Multiple Family Dwelling) to RM'H (Residential Multiple Family —
Highest Density) District.

STAFF REPORT
ZachRovve on behalf of Dr. John Adolph with Missionary Baptist Church, is requesting a zone
change to an 8.26 acre portion of property located east of 3920 W. Cardinal Drive. They
would like to rezone the property from GC-M1D (General Commercial — Multiple Family
Dwell |np) to RIVI-H (Residenti a I Mu\t|p|e FarnUy— U|ghest Dens|tv). If granted, the property
owner will use the portion of land to develop a new subdivision to accommodate thirty (30)
new residenda||ots,tennis court, basketball court and playground.
According to our City's Comprehensive Plan the property is located within the ""Conservation
and RevitaUzaiion,"area. Such areas are "built 4pareas where o significantportimnnfthe
onro /s experiencing influences such as incompatible land uses, dilapidated infrastructure., and
decline /npopulation and /nthe number nfhousing units and businesses. Immediate actions
are neededtopneventcon tin ueddeter/orotionond tonsverse andrep air thosecon uYtions."Th|s
request appears to align with our City's Comprehensive Plan of Beaumont and aviable
development plan toaid neighborhood growth tothis area.
