A Regular Meeting of the Historic Landmark Commission was held on February 13, 2023 and
called to order at 3 -0 3 4 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Makin moved to approve the minutes of the Regular Meeting held oil January 9,
2023. Commissioner Bell seconded the motion. The motion to approve carried 7:0. Commissioner
Crawford not yet present.
REG-'ULAR MEETING
1) PZ2022-486-6 A request for a Certificate of Appropriateness to install a carport.
Applicant: Justen Gravett for Latrice Taylor
Location: 2215 Hazel Avenue
Mrs. Engnian presented the staff rcport. Justen Gravett, on behalf of hon-le owner Latrice Traylor,
requests to keep an attached carport on the west side of the property located at 2215 Hazel Street.
"1'his was constructed without the benefit of an approved Certificate of Appropriateness nor
building permits. 'I"he case was dismissed by Beaumont Municipal Court and is pending approval
before the Board of Ada ustment today and pending issuance of building permits. The structure is

twenty (20) feet by twenty (20) feet and has been constructed with wood and architectural shingles.
It extends from the west side of the home to the existing fence line. The carport is visible from the

Planning staff recommended approval of the request with the following conditions:
1. The carport shall be in conformance with Section 28.03.024 District area and height
regulations of our City's Ordinances.
2. All appropriate permits must be obtained through the Building Codes department.
This. house is listed in the 1990 SPARE Beaumont Survey. SPARE states the house is typical of
the middle class housing built to accommodate the rising population in eau font in the 1920)s.
Slides of the subject property were shown.
Neither the applicant or property owner were present.
Brief discussion followed concerning construction date of the carport, street visibility, location,
and cuff ent condition of the existing carport.
Commissioner Makin moved to approve the request for a Certificate of Appropriateness to install
a carport, as requested in file PZ2022-486, with the following conditions:
1. The carport shall be in conformance with Section 28.03.024 District area and height
regulations of our City's Ordinances.
2. All appropriate permits must be obtained through the Building Codes department.
Commissioner Sigee seconded the motion. The motion to approve the request carried 7: 1. (Berube
raised his hand in opposition.)
2) PZ2023-0: A request for a Certificate of Appropriateness to construct a new accessory
building.
Applicant: Iraida Barahona
Location: 2500 Harrison Avenue
Mrs. Engnian presented the staff report. Applicant, Iraida. Barahona is requesting a Certificate of
Appropriateness for a new accessory building to be constructed at 2500 Harrison Avenue. It will
match the original structure, which was demolished due to life safety hazards and extreme
dilapidation.
The proposed accessory building will be approximately one thousand (1000) sq. ft. in size. The
structure will have two (2) stories, and will feature hardy plank twelve (12) by eight and one fourth
(8 1/4) inch siding. 'Thc structure will be paintcd yellow to match the existing color scheme of the

Main structure. The roof will be made of black architectural shingles and the windows will be one -
over -one vinyl with -white trim.
Planning staff recommended approval subject to the following condition:
1. All appropriate permits must be obtained through the Building bodes department.
This house is listed in the 1991 SPARE Beaumont Survey. SPARE states this house was built in
1930 and is a fine example of Spanish Eclectic architecture build for the tipper middle class in
Beaumont in the post-Spindletop two years.
Slides of the subject property were shown.
Brief discussion followed concerning the exterior material of the demolished building.
A representative of the applicant was present. Ham Tolu-ne of Golden Triangle Consulting
Engineers, 85 1-10 Frontage Road, Suite A, Beaumont, Texas addressed the Commission. Mr.
'Foluiie stated that measurements of the previous building were taken prior to it being demolished,
along with noting the number of doors and windows located on the structure. The proposed
building will be a duplicate of the demolished building. Mr. Tohine also stated that the owner
wishes to build a structure that will enhance the appearance of the home. The previous building
was recently demolished. He also stated that the windows to be installed are being modified
because Wind Storn-t Certification requirements will not be met by matching the windows on the
building to the windows on the home. Brief discussion followed regarding the availability of wood
framed Wind Storm Certified windows. The roof will be constructed of black shingles, unlike the
red clay tile roof of the home. Mr. Tohnie stated that red shingles can be used if that is the
preference of the Commissioll.
Property owner, Jeremy Swanton, 2500 Harrison Avenue, Beaumont, Texas addressed the -
Commission. He stated that the original strueture was constructed with eight (8) pane windows
and did not match the six (6) over six (6) pane windows of the home. He also stated that he has
had difficulty obtaining insurance on the home due to the clay the roof and wood windows. Brief
discussion followed concerning the process of obtaining the proper windows.
Commissioner `igee moved to approve the request for a Certificate of Appropriateness to construct
a new accessory building, as requested in file PZ2023-0, with the following condition:
1. All appropriate permits must be obtained through the Building Codes department.
Commissioner igee further moved to amend the motion to approve the request for a Certificate
of Appropriateness to construct a new accessory building, as requested in file PZ2023-0, by adding
the following condition:
2— Windows shall inatch the windows of the demolished accessory building.
Commissioner Makin seconded the motion. The motion to approve the request carried 8:0.

3) PZ2023-3: A request for a Certificate ofA propri t nto enclose windows.
Apt lIcant: Richard Callais
Location: 2585 and 2587 Liberty Street.
Mrs. Luckey presented the staff report. Applicant, Richard Callais is requesting a Ccrtificate of
Appropriateness to enclose two (2) windows to the duplex located at 2 5 8 5 and 2 5 8 7 Liberty Street.
The windows to be enclosed are located on the south side of the home, and are visible from the
public right-of-way. The applicant wishes to replace the six (6) by ten (10) windows with shiplap
siding. The siding would be painted to match the structure.
This home would be categorized as a Craftsinaii style home. Exan-iples of this are in Field Guide
to 4werican Houses (McAlester et al., pg. 456-458).Multiple windows within front rooms and
along the sides of homes appear, to be a prominent feature for craftsman style homes.
Planning staff recommended denial of the request.
This house is not listed in the SPARE Beaumont Survey.
Slides of the sul%leet property were shown.
Brief discussion followed concerning the location of the windows in the home and adjacent duplex.
The applicant was not present.
Further discussion followed concerning the request for denial. Mrs. Luckey stated that A Field
Guide to Ainerican Houses (McAlester et al., pg. 456-458) indicates that craftsman style homes
feature naultip1c windows within front rooms and along the sides of the structure.
Commissioner Bell moved to deny the request for a Certificate of Appropriateness to enclose
windows, as requested in file PZ2023-3.
Commissioner Goodness seconded the motion. The motion to deny the request carried 8 -0.
4) PZ2023-29: A request for a Certificate of Demolition to demolish a house and a Certificate
of Appropriateness for a new construction.
Applicant: Lemoine Disaster Recovery for Reginald Morrison
Location: 2263 Long Avenue
Mrs. Luckey presented the staff report. Lemoine Disaster Recovery on behalf of Reginald
Morrison, is requesting a Certificate of Demolition to demolish a house located at 2263 Long
Avcnue. The existing structure received substantial damage from the past hurricane events. In
conjunction with demolition., the applicant requests a Certificate of Appropriateness for a new
construction that will be completed under the Texas General Land Office (GLO) Harvey Prograin.
The proposed home will be approximately 13 5 6 sq. ft. in size. The construction methods employed
would dictate that the house is to be constructed NNlith a pier and bcam foundation with hardy plank
siding, windows will be white and one (1) over one (1) in appearance. The roof will have a F

overhang with the pitchrising six (6) inches each twelve (12) inches horizontal distance.
Additionally, the roof will be 30 year architectural shingles and weather wood in color. Lastly,
the porch colunu-i is to be a tapered craftsman style column. The front door will be a craftsman
style door with six (6) panels. The exterior body paint is to be Bungalow Beige and the trim is to
be Alabaster.
Planning staff recommended approval of both requests.
The house is not in the SPARE Beauniont Survey.
Slides of the subject property were shown.
Twenty-three (23) notices were mailed to property owners within two hundred (too) feet of the
subject property. Zero (0) responses were received in favor and zero (0) were received in
opposition.
Brief discussion followed concerning the square footage of the existing home, date the existing
home was last occupied, and floor plan of the proposed structure.
Chairman LaBiche requested comments from the owners of neighboring propel -ties.
Adam Hall, 2246 Long Avenue, addressed the Commission. Mr. I lall expressed concern regarding
the type of home that Neill be constructed on the property and the possibility of flooding of
surrounding homes. He also asked if the home to be constructed will be in accordance with the
Historic District regulations. Chairman LaBiche explained that purpose of the Historic Landmark
Commission and that the Historic District is a separate entity. Mr. Hall also expressed concern
regarding neighborhood property values.
John Hubbard, 2244 Long Avenue, addressed the Commission. Mr. Hubbard inquired as to if the
new home will be a rental property of if the owner will be required to reside on the property. Mrs.
Engman stated GLO requires that the property owner reside in the home for a Certain period of
time. It was stated that the time frame is thr-ee C years.
Jose Navarro, 2250 Long Avenue, addressed the Commission. Mr. Navarro stated that lie is
concerned that the new construction will affect his property value. Chairman LaBiche stated that
the Commission does not want anything to be constructed that will depreciate property values.
The applicant was present. Alexandra Pallis with Lemoine Disaster Recovery, on behalf of
Reginald Morrison, 12563 Gtilf Freeway, Houston, addressed the Commission. She stated that the
current home is in unlivable condition. She further stated that Mr. Morrison has been approved for
a. three (3) bcdrooln/two (2) batluooni GLO home. The home will be elevated three (3) feet. The
driveway and culvert will be replaced, along with new grading. The home will be a one (1) story
structure with an ADA ramp that extends fron-i the rear of the lionie and along the side of the
structure to the parking pad. The home is designed in order that a garage can be added by the
homeowner in the Riture. Ms. Pallis. further stated that, if approved, demolition will take place
once the permitting process is complete. Further discussion followed regarding the appearance of

the windows on the proposed home. The time franic for construction of the new home will be
ninety (90) to one hundred -twenty (120 days. She also noted that she has not received a copy of
the Oaks Historic District rules. Comniissioner Makin requested that staff provide Ms. Pallis with
a copy of the rules. Additional discussion followed concerning screening of the strUcture's pier
and beam foundation. Mrs. Luckey explained that GLO requires any modifications to pre -
approved plans have to be submitted to GLO for approval and recommendations must be in writing
by theJurisdiction requesting the modification.
Discussion followcd proposing the following conditions:

2. Windows shall be six .(6) over six (6) panes in appearance.
3. A brick screen shall be installed along the front elevation of the new structure, to

Commissioner Crawford moved to approve the request for a Certificate of Demolition to demolish
a home and a Certificate of Appropriateness for a new construction, as requested in file PZ2023-
29, with the following conditions:
1. ADA ran-ip shall be placed in rear yard, not visible from the street right-of-way.
2. Windows shall be six (6) over six (6) panes in appearance.
3. A brick screen shall be installed along the front elevation of the new structure, to
screen the pier and beam foundation.
Commissioner Bell seconded the motion. The motion to approve the request carried 8:0.
5) PZ2023-41: A request for a Certificate of Appropriateness to replace windows.
Applicant: Salvador Cisneros
Location: 2230 Laurel Street
Mrs. Luckey presented the staff report. Salvador Cisneros, Homeowner, is seeking permission to
replace twenty-six (26) windows on the house location at 2230 Laurel Street. The replacement of
the windows was completed without the bencfit of a Certificatc of Appropriateness (CA) or
building permits. Originally the windows were one over one pane, the windows that have been
installed are six (6) over one in appearance.
This home is categorized as a Craftsman house. Examples for this style of home are located in A
Fielcl Guicle to Ainei-iccin Houses (McAlester et al., pgs. 456-463). The request to have six (6) over
one pane windows seems appropriate, because it is typical for a home within this era to have a
variety of panes.
Planning staff rccommended approval of this request with the following conditions*.

STAFF REPORT
Pawan Kumar is requesting a Certificate of Appropriateness to replace handrails and guards to
meet HUD (The Department of Housing and Urban Development) requirements to the home
located atl81OHazel. Mr. Kumar completed the work without the benefit of and approved
Certificate or Appropriateness or building permits. However, He applied for a Certificate of
Appropriateness prior to the construction of the handrails and staff marked the request
incomplete requesting a drawing, material list and a site plan for review. Staff did not hear back
from Mr, Kumar regarding the requested documents, but received a photo of the completed
work via email.
The submitted wood handrails and guards tothe porch donot appear tobeappropriate for a
National Folk home inaccordance tophotos demonstrated inAField Guide to Americon Houses
(McAlester et a L, pgs. 90-93\.Asingular rail similar towhat prevous|yexisted seems more
appropriate to the architecture of the home, and would be compliant with existing Building
Codes.
Staff recornmends approval of the request with the following conditions:
1. Remove one of the wooden handrails. Modify the remaining rail, to one horizontal rail
with two vertical supports.
2. The handrail and guards be painted to match the existing trim.
3. All appropriate permits and inspections be obtained through the Building Codes
Department.
The house is listed in the 1990 SPARE Beaumont Survey. SPARE states the house was
built circa 1917 and is an example of middle class housing built in Beaumont after the first
Spindletop boom.

Please consider the following scope of work for the exterior it and means of ingress
to the above -listed property as they apply to the Certificate of Appropriateness.
1. WINDOWS (30 Total)
I st Floor: 12 wood -frame single -pane windows
2nd Floor: 18 wood -frame, single -pane windows
Currently: All of the existing windows are single -hung, single -pane,
wooden -frame windows that have long lost their integrity and were never
wind -rated. The wood around each individual pane creates a grid look, ranging
from 4 over 4 to 12 over 12.
Proposed: We request approval from this committee to replace ALL of the
existing wooden windows with equivalently sized vinyl windows without external
grids; all of these windows would be a I over I look. (See Exhibit A.) Additionally,
there are four front elevation windows (12 over 12) that cannot easily meet
modern-day windstorm certification without additional engineering. We propose a
double -window system for each of the four windows. (See Exhibit B.)
U. DOORS
3 Exterior Entry Doors
1 Exterior French Door
Currently: There are three regularly -sized entry doors: one as the main entrance
front door; one to access the garage apartment; one on the rear of the residence.
There is also a double -entry (French) door in the front of the garage area.
Proposed.- We request approval to replace the double -entry (French) door with a
14' x 7' garage door. (See Exhibit C & D,) This will allow the garage to again
function as a parking area, as it once was. (See Exhibit E.) We also propose to
replace the other three walk-through doors with new, same -sized doors
III, SIDING
Currently: The garage and garage apartment (front, right side, and rear) have
U6 wood -style siding that is rotted and needs replacement.
Proposed: We request approval to replace the rotted wood -style siding with
modern-day, I x6 wood siding.
IV, SOFFIT & FASCIA

Currently: The existing wooden soffit and fascia all around the upper perimeter
of the residence is damaged or loose and is in need of replacement.
Proposed: We request approval to replace the fascia boards with modern-day
wood fascia and the soffits with modern day soffit boards.
V. PAINT
Currently: The siding is painted a peach -type color, consistent with the color of
the bricks. The fascia and soffit are painted white. The entry doors are also white
in color.
Proposed: We request approval of a predetermined paint color from the Historic
District paint swatches on record with Sherwin-Williams Paint Company. A copy
of the approved colors is also on file with the City of Beaumont.
V1. BRICK FACADE
Currently: There is existing brick facade damage at the boftorn of the front
windows.
Proposed: We request approval to repair this damaged brick so as to restore the
facade to its original look.
V111. DRIVEWAY(S)
Currently: There is an existing asphalt driveway on the right side of the property
measuring approximately 14'x 45'. There is also a driveway apron on the left
side of the property, although the previous driveway has since been removed and
the grass is now grown over.
Proposed: We request approval to remove and replace the right side asphalt
with a new asphalt/concrete driveway.
VIII, GRADE OF YARD
Currently: The front and rear yards both hold water after it rains. This pooling of
the water has directly affected the residence and is the root cause of a lot of the
current wood rot damage.
Proposed: We request approval to grade the yard so that the soil level is sloped
to prevent or reduce the standing water.
IX. ROOFING
Currently: 30-year architectural shingles, black in color., The rear of the roof is
tarped off, demoting that there has been a previous leak of some sort.
Proposed: We request approval to replace damaged roof and to install matching
30-year architectural shingles, black in color.
X. FENCING
Currently: Dilapidated six foot wooden picket fence along left side of the
property with two wooden gates that return to the edge of the residence.
Proposed: Replacing dilapidated fence and gate with new six foot wooden
pickets and posts.

Appropriateness at the March 20, 2023 hearing by the Historic Landmark Commission.

typically placed within the L made by the two wings. Because these were relatively large

The stair handrails will be constructed Nvith wood and wIlI mirror the home's current porch rading system. The
support posts will be designed and placed like the set shown below. The front steps will have 2 handrails, one on
each side of the steps, and will be painted to match the porch railing.
The diagram on Page 2 illustrates the handrail height to be used.
