A Joint Public Hearing of the Planning Commission and City Council was held on December 19,
2022 and called to order at 3:23 p.m. with the following members present:

APPROVAL OF MINUTES
Chairman Nejad moved to approve the minutes of the Joint Public Hearings held on November
21, 2022. Commissioner Javed seconded the motion. The motion to approve the minutes carried

REGULAR MEETING
1) PZ2022-370: Request for approval of a Replat of Lot 59, Neches Terrace Addition into Lots
1, 2, and 3, Highway 105 Addition No. 1, Beaumont, Jefferson County, Texas.
Applicant: Access Surveyors
Location: 8525 Highway 105
Mrs. Josey presented the staff report. Blythe Hukill of Access Surveyors, L.L.C., has requested
approval of a Replat of Lot 59, Neches Terrace Addition into Lots 1, 2 and 3, Highway 105
Addition No. 1, Beaumont, Jefferson County, Texas. The lots on Tolivar Road do not meet the
minimum lot with requirement, but were approved for a Variance by the Board of Adjustment on
November 3, 2022. The purpose of the plat is to create two (2) new buildable lots at the rear of
the property along Tolivar Road. All utilities are present and available to all lots.
Slides of the subject property, and proposed plat were shown.
The Planning staff recommended approval of the request.
Eight (8) notices were mailed to property owners within two hundred (200) feet of the subject
property. Zero responses were received in favor and zero were received in opposition.
The applicant was present. Mitch Brackin, of Access Surveyors, L.L.C., 11025 Old Voth Road,
representing Kendra Williams, addressed the Commission. He stated that he had no additional
information to provide regarding the request.
The public hearing on this item was opened and closed without comment.
Commissioner Quraishi moved to approve the request for a Replat of Lot 59, Neches Terrace
Addition into Lots 1, 2, and 3, Highway 105 Addition No. 1, Beaumont, Jefferson County,
Texas, as requested in PZ2022-370.

2) PZ2022-448: Request for approval of a Replat of Lot 18, Block D, Mayfair 2 Addition into

have requested approval of a Replat of Lot 18, Block D, Mayfair 2 Addition into Lots 18A and

18B, Mayfair 2 Addition, Beaumont, Jefferson County, Texas. The property is located at 1755
Amelia Street. The purpose of the plat is to divide the property into two (2) buildable lots. All
utilities are present and available to both lots.
Slides of the subject property and site plan were shown.
Planning staff recommended approval of the request.

Seventeen (17) notices were mailed to property owners within two hundred (200) feet of the
subject property. Zero responses were received in favor and zero were received in opposition.

JOINT PUBLIC HEARINGS
Mayor Mouton called the Joint Public Hearings of December 19, 2022 to order at 3:30 p.m. and
explained the purpose of the Joint Public Hearing process. Mayor Mouton then turned the
meeting over to Chairman Nejad to conduct the Joint Public Hearings.
3) PZ2022-472: Request for a Specific Use Permit to allow a vehicle storage facility in a GC-
MD (General Commercial-Multiple Family Dwelling) District.
Applicant: Obay Naser
Location: 1035 Grand Street
Mrs. Engman presented the staff report.Obay Naser requests approval of a Specific Use Permit to

operate a vehicle storage facility located at 1035 Grand Street. Mr. Naser has been operating with
Hawk Towing Service for three (3) years and is relocating his business to be in conjunction with
an existing automotive repair shop. A total of four (4) employees, to include two (2) drivers, one
in a GC-

City of Beaumont Police Department requires all towing services to be registered with the City, in
addition to bearing proof of being licensed and permitted as a tow truck pursuant to state statutes.

location and be fully registered with the City, including adhering to all requirements as set forth in

Staff recommended approval with the following conditions:
1. The applicant shall be in conformance with all City of Beaumont Police requirements.

2. The applicant shall obtain an issued Certificate of Occupancy from Building Codes.
3. Inoperable vehicles shall not be located outside of private property.
4. If applicable, any lighting installed on the property shall deflect away from neighboring
residences.
Twenty-five (25) notices were mailed to property owners within two hundred (200) feet of the
subject property. One response was received in favor and one was received in opposition. Ms.
Engman stated the letter of opposition noted that the area looks like a junkyard that will
depreciate the value of the property.
The applicant was present. Obay Naser, 1035 Grant Street, addressed the Commission. He
stated that anything that they do will be in accordance with Police Department rules. He also
stated that lighting will directed inside the storage lot. Mr. Naser stated that he understood and
had no objections to the proposed conditions.
Brief discussion followed concerning fencing location, discussion with neighbors regarding the
vehicle storage facility, and hours of operation.
The public hearing on this item was opened and closed without comment
Commissioner Jabbar moved to approve the request for approval of a Specific Use Permit to
allow a vehicle storage facility in a GC-MD (General Commercial-Multiple Family Dwelling)
District, as requested in PZ2022-472 with the following conditions:
1. The applicant shall be in conformance with all City of Beaumont Police requirements.
2. The applicant shall obtain an issued Certificate of Occupancy from Building Codes.
3. Inoperable vehicles shall not be located outside of private property.
4. If applicable, any lighting installed on the property shall deflect away from neighboring
residences.
Commissioner Linton seconded the motion. The motion to approve carried 7:0.
