REGULAR MEETING 1) PZ2022-466: A request for a Certificate of Appropriateness to construct a greerdiouse. Applicant. Gustavo Garcia Location: 2335 North Street Mrs. Engman presented the staff report. Home owner, Gustavo CTarcia, requests to construct a greenhouse in the rear yard of his property located at 2335 North Street. The structure will be twenty (20) feet by twenty (20) feet and constructed with cedar wood and plastic sheeting in a traditional greenhouse design. SPARE states this house was built in 1923 and is a common house form built in Beaumont in the 1920s. Planning staff recommended approval of the request with the following conditions: 1. The greenhouse shall be in conformance Nvith Section 29.03.024 District area and height regulations of our City's Ordinances. 2. All appropriate permits must be obtained through the Building Codes department. Slides of the subject property were shown. The applicant was present. Gustavo Garcia, 2335 North Street, Beaumont, Texas, addressed the Conuiiissioi). Through his interpreter, lie stated that each winter the plants have to be moved and he feels it will be easier to have a greenhouse in which to place them. He confirined that the plants are for his personal use and not for a commercial operation. Commissioner Makin inoved to approve the request for a Certificate of Appropriateness to construct a greenhouse, as requested in file PZ2022-466, with the following conditions: 1. 'I"he greel- thouse shall be in conformance with Section 29.03.024 District area and height regulations of our City's Ordinances. 2. All appropriate permits must be obtained through the Building Codes department. Con-unissioner Goodness seconded the motion. The motion to approve the request carried 8:0. Commissioner Avery not yet present. 2) PZ2022-480- A request for a Certificate of Appropriateness to remove and resize a window to a house. Applicant: Danica Moreno Location: 2480 Evalon Avenue Mrs. Engman presented the staff report. Danica Moreno is seeking permission to remove a bay window from the house located at 2480 Evaloe Avenue. The window was removed and replaced with a sinaller window without the benefit of a Certificate of Appropriateness (CA) or building permits. Originally the bay window protruded from the front of the house and was replaced with one thirty-six (36) by thirty (30) window in size. The new window is six (6) over six (6) panes in appearance. Please see pictures of the proposed window located in your packet. This home is categorized as a Minimal Traditional house. Examples for this style of home are located in A Field Guide to Ainericcin I-Iouses (McAlester et al., pgs. 479). The request to have six (6) over six (6) pane windows seems appropriate for a home of this era. 2 Hl.stoilc Landinark Coininission Jaiwary 9, 2023 Plarming staff recommended approval of the request with the following conditions: 1. Shall install a window screen and shutters to match the existing front windows. 2. Shall install siding to match the house. 3. Shall paint the shutters and siding to match the color scheme of the house. 4. Shall obtain all necessary building permits ftom Building Codes. Slides of the sub 0 ect property were shown. I The applicant was present. Danica Moreno, 2480 Evalon Avenue, BeaLID1011t, Texas, and Adrian Moreno, 2480 Evalon Avenue, Beauniont 5 1"exas, addressed the Commission. Mr. Moreno stated that the window is located in his daughter's bedroom and she suffers from severe allergies and the old window allowed molStUre and air, to enter the bedroom. He further stated that lie is trying to properly replace the window. Chairman LaBiche explained that permits are required for any work done to homes located within the Historic District. Mr. Moreno also agrees to the conditions. Brief diSCLISSiOD followed regarding placement of the 2 x 4 lumber located oil the brick window ledge for the purpose of preventing water leakage. Applicant-, Carter and Company Location: 2320 Long Avenue Mrs. Engman presented the staffreport. Work was completed without the benefit of an approved Certificate of Appropriateness. The structure was painted white, with black soffits, fascia and trim. The intent of the project was to �.rupdate and remodel home to improve the curb appeal." The home originally had multi -color bricks with brown accent colors. Slides of the subject property were shown. Brief discussion followed concerning interior remodeling of the home and the need for tree trimming to avoid damage to the roof. Ilhc applicant was present. Brian Johnson, with Carter and Company, 3740 West Lucas Drive, Beauniont, Texas, addressed the Commission. Owners!, Paige and George Cleveland, 2320 Long Avenue, Beaumont, Texas were also present. Mr. Jolmson stated h.e was not aware that a permit was required to paint the home. Mrs. Cleveland stated that shc and her husband have owned the home for twenty years and did not receive doculnentation relating the rules of the District when purchasing the home. Brief discussion followcd concerning Riturc window replacement and the permit required to do so. Further discussion followed regarding the brick primer and paint process and possible damage relating to removal of the paint. Color palette and replacement of window shutters were also discussed. Commissioner Makin moved to approve the request for a Certificate of Appropriateness to paint a house, as requcsted in file PZ2022-484. Commissioner Goodncss seconded the motion. Commissioner Templeton suggested that the request be amended to address the need for matching shutters along the front facing windows. Commissioner Makin amended the motion to approve the request for a Certificate of Appropriateness to paint a house, as requested in PZ2022-484, by adding the following condition: 1. Shall install shutters to match the other front facing windows of the home. Commissioner Goodness seconded the inotion. The motion to approve the request carried 9:0. 4) PZ2022-485: A request for a Certificate of Appropriateness to replace a roof. Applicant: Brandon Smith Location: 2575 Pecos Street Brandon Smith requests permission to replace the roof of a house located at 2575 Pecos Street. Currently, the roof appears to be brown in color and the material appears to be made of composition shingles. He wishes to replace the roof with r-panel galvanized metal. Brandon Smith, 3 10 Enfield Lane, Beauniont 5 il 1'exas,, addressed the Commission. He stated that he is making improvements to the rental property. He has also applied for a Certificate of Appropriateness to replace the aluminum siding and windows. The home has to occasionally he leveled which causes the roof to leak. Mr. Smith stated lie is not opposed to installing a painted metal roof or architectural shingles rather than a galvanized roof. He is also not opposed to a proposed condition. stating that the color of the roof shall be approved by Plam-iing staff. Further discussion followed regarding the Ordinance for the placement of metal roofs withill the Historic District. Commissioner Goodness moved to approve the request for a Certificate of Appropriateness to replace a roof, as requested in file PZ2022-485, with the following added condition: 1. Color of the roof shall be approved by Planning staff. Commissioner Bell seconded the motion. The motion to approve the request carried 9:0. 5) PZ2022-508: A request for a Certificate of Appropriateness for a new construction. Applicant: Ramiro Nunez Location-. 2627 Hazel Street Property owner, Ramiro Nunez, is requesting a Certificate of Appropriateness for a new home to be constructed at 2627 Hazel Street. The proposed home will be approximately 11 sq. ft. in size. The construction methods employed would dictate that the house is to be constructed with 4"' slab foundation with wood framing, and horizontal smart siding and windows wi I I be two (2) panes in appearance. The roof will have a 6" overhang and comprised of charcoal architectural shingles. The home will be painted repose grey with the trim, fascia, and soffits to be bright white. It will include a single car garage with an automatic door. Lastly, the front door will be walnut in color with four (4) panels with one over four (4) lite glass. Planning staff recommended approval of the request with the following conditions: 1. Roof overhang minimum shall be twelve inches (12"). 2. He stated that he would like to construct his personal residence in the Historic District and that he had no objections to the proposed conditions. HISTORIC DISTRICT CODE ENFORCEMENT SPORT Officer Randle Presented the Historic District Code Enforcement Report, including information about current violations and inspcetions. OTHER BUSINESS 1) Discussion took place concerning the Sheriff s Sales process for historic homes pending demolition. Mrs. Engman stated that Planning staff has been conducting research pertaining to Sheriff's Sale concerning Historic District homes that appear to be in good shape as viewed from the street right-of-way. Staff would like to develop a standard operating procedure in order that these homes may be included in the ShcrifPs Sale as opposed to being den-tolished. Delaney Wood, Demolitions Coordinator, explained the process of red -tagging a home. Discussion followed concerning setting a dollar amount threshold relating to which homes should be submitted to the Sheriffs Sale. Mrs. Wood briefly explained the Sheriff s Sale process and issues the City has encountered when homes are purchased by multiple individuals resulting in necessary repairs not taking place. 2) Discussion took place concerning social niedia assistance with the Certificate of Appropriateness process. Mrs. Engman explained that Planning staff is developing a Historic District webpage that will be included on the City's website, with the goal of it being finalized by early February. Once in place, the webpage link will be posted on the City's Facebook page.
