FILE: Preliminary Plat — Freddie and Lourita Alfred Subdivision STAFFREPORT Zach Rowe of Whiteley Oliver Engineering, L.L.C., has requested Preliminary Plat approval of Freddie and f,ourita. Alfred. The development is located north of La Salle Street, south of PaiTy Street and cast of 4275 Osborn Street. The 1.338 acre development is an eight (8) residential lot subdivision in an R-S (Residential Single -Family Dwelling) District. Alfred Street will have fifty (50) feet of right-of-way with forty (40) feet of pavement, including acul-de-sac with a fifty (50) foot radius. Water and sewer will be provided by extension of City utilities. Section 26.03. 011 states, "utility easeinents and water and sewer facilities shall be pl-o vided by the subdivider in accordance with the standcnds and specifications Jbr n7inimuin water and sanitary se-vieei- i-equh-einents... " It is recoimi-iended to reduce the storm sewer piping by adding a lateral pipe to connect inlets near the cul-de-sacand eliminate piping along lots seven (7) and eight (8). Additionally, the plans must niect all requirements by Water Utilities for water and sanitary sewer improvements. Section 26.03.004 states,, "A cei-tificate of occupancy andlor coniplicince for a lot shall not be issued until the sidelvalk requirenients for that lot are inet. IVhen platting, sidewalks shall be ins talled pi-ioi-tothe fii7cilbtiilcliiigii?sl)ectioii. If the lot is not developed within five (5) years of the recordwion of the final pla, the current properljr owner shall constiquct a sicleival1c. " Please place a note on the plat to indicate four (4) foot sidewalks are to be installed. The Planning staff recoli-imends approval the waiver and approval of the request with the following conditions: 1. Shall reduce the storm sewer piping by adding a lateral pipe to core-icet inlets near the cul-de-sac and eliminate piping along lots seven (7) and eight (8). 2. Plans must meet all requirements by Water Utilities for water and sanitary sewer. im.provcmcnts. 3. Upon final recordation of the final plat, a note shall be on the plat to indicate installation of sldcwalks. 4. Fire Hydrant shall be, added along the proposed street within the subdivision. This subdivision proposes to create eight (8) lots along the proposed Alfred Street, am\norresidential street. Water distribution service will be provided by extending eneight-inch (8,") line along La Salle Street and Osborn Street from Pine Street to provide fire protection to the proposed and existing residences in the vicinity. Sanitary sewer collection will be extended into the development from an existing main on the west side of Osborn Street.
