between Avenues E and F.

STAFF REPORT
The Planning Director recommends approval of the street abandonment subject to the
retention of a 60' x 3 00' general utility and drainage easement to protect and maintain the
existing utilities and services in the street right-of-way.
The Beaumont Independent School District project to improve Fletcher Elementary involves
the construction and development of'Block 21, Blanchette Addition as a playground for the
children. The school district has purchased all 12 lots in the block and has cleared all of the
homes and structures from the block. The future playground is separated from the school
building by Milam Street between Avenues E and F. The district wishes to close the street
so that the entire property can be fenced for security purposes. Internal remodeling of the
school is also planned, according to the consulting engineers for the district in this project,,
Fittz and Shipman, Inc.
Information regarding this request was sent to all interested parties. There are water, gas,
electrical (street light), storm drain inlets, some sanitary sewer, telephone distribution cables
and cable television service in this street section. At this time, there are no plans by the
school district to relocate these utilities. Nor are there any plans at this time to build any new
structures or buildings over the street if abandoned.
Gilbert Street to the north and Franklin Street to the south, would continue as open
thoroughfares to Fourth Street.

LEGAL DESCRIPTION FOR ORDINANCE PURPOSES
Being the sixty (60') foot wide Milam Street extending three -hundred (300') feet from the
west right-of-way line of Avenue "E" to the east right-of-way line of Avenue "F", said street
lying south of and abutting Lots 6 and 7, Block 20, Blanchette Addition (Fletcher Elementary
School), as said addition is shown on the map or plat of the addition recorded in Volume 1,
Page 25, Jefferson County Map Records, said street also lying north of and abutting Lots 1
and 12, Block 21, Blanchette Addition, said 60'x 300'right-of-way containing 18,000 square
feet or 0.4132 acres of land, more or less.

Dear Steve:
Attached is the Beaumont Independent School District's (BISD) signed application and $200,00
fee for the subject abandonment.
BISD has recently acquired property adjacent to its Fletcher Elementary School (1050 Avenue
E). The property consists of City Blocks 5 and 2,1 of the Blanchette Addition,
Presently BISD is proposing to develop a playground area on Block 21 including removing
concrete sidewalks, curb and gutters and asphalt/concrete street on Milam between Avenue E
and F. The area is also planned to be fenced with access to the playground area from, Fletcher
School only for security reasons.
This much needed improvement to the Fletcher School will result in a attractive playground area
for elementary school age children to enjoy recreation and exercise under proper security and
within a safe, pleasant environment.

SANITARY SEWER There is an 8" sanitary sewer in Avenue F at
