Richardson, Planning Director SUBJECT: Request to, rezone a tract of land in the French Subdivision from RM-H (Residential Multiple Family Dwelling -Highest Density) to GC -MD (General Commercial -Multiple Family Dwelling) District. FILE: 1351-Z STAFF REPORT The Planning Director recommends approval of the zone change to GC -MD. This recommendation is in compliance with the Comprehensive Plan relative to commercial development along a major highway. Resulting district transition lines will be proper. Landscaping and fence buffers and screening will be required of any commercial development abutting residential zones. The property is a triangular shaped tract lying on the north side of Blackmon Lane and has 345' of frontage along the west side of the Eastex Freeway southbound service road, Delaware Street ties about 900' farther to the south. The applicant has requested the GC -MD district so that he may open and operate an automobile sales lot. This property was originally zoned RS (R-1) in 1955. This was prior to the construction of the Eastex Freeway, Highway 69 (North Eleventh Street) was then located several hundred feet to the east. The part of Delaware to the south of the subject tract was then known as French Drive. The city park located on Blackmon, French Road and Delaware was the site of the Jefferson County T. B. Hospital. There are four single family homes located west of the subject property. These houses are situated on large tracts on the north side of Blackmon Lane. West of these homes is a dental clinic on a tract platted as a professional office park. West of the dental clinic is a church. This church recently expanded north to the freeway and northwest to French Road. The new sanctuary is under construction on the freeway 350' north of the tract being considered for change. The Northwood 2nd Addition, consisting of 25 lots, lies along 19th Street between Delaware and Blackmon. The addition is west of the Eastex Freeway and a strip shopping center and east of the Delaware Office Plaza, The office plaza extends from Delaware to Blackmon and ties east of Wuthering Heights Park. The subject 0.69 acres lies within the activity corridor of U.S. Highways 69, 96 and 287. Commercial development is recommended along these corridors by the Comprehensive Plan of Beaumont. Since this property was originally zoned and then changed to RM-H there has been a major change in the physical makeup of this neighborhood as a result of the construction of the freeway and subsequent land use changes.
