Richardson, Planning Director SUBJECT: Request for a zone change from GC -MD (General Commercial Multiple -Family Dwelling) District to LI (Light Industrial) District for a 1.03 acre tract of land at 1075 MLK Parkway (former Mariposa). FILE: 1354-Z STAFF REPORT The Planning Director recommends approval of the zone change request to L1. The property is surrounded by heavy commercial and industrial uses and also by vacant land and railroad tracks. No change in land use is proposed. The warehouse has been in existence for many years and is a permitted use in the LI District. Beaumont Warehouse & Transportation, Inc., R.F. Deshotel, President, owns all of Block 22, Jirou Addition, save and except Lots I & 14, which were taken for the M.L.K. Parkway right-of-way The rear or west six lots in the block (Lots 5 - 10) are zoned LI (Light Industrial) District and the subject six lots (Lots 2 - 4 & 11 - 13) are zoned GC -MD (General Commercial - Multiple Family Dwelling) District. Mr. Deshotel stores plastic in the existing metal warehouse which covers almost all of Lots 5 - 10, He uses the paved lots in front of the warehouse for employee parking and loading and unloading of material. He has 18 employees, The applicant wishes to have his entire property zoned LI. Warehousing and motor freight transportation are permitted uses in the LI District, SIC Code 42. The warehouse was once part of the Coca-Cola Bottling Plant operation, a business in use years before original zoning of the city (1955). The Comprehensive Plan shows this as an area of "Conservation and Revitalization." Several of the business within a six block area have ceased operations. There are empty commercial and industrial buildings in that sector, Between Harrison Avenue north to Gladys Avenue along MLK (zoned GC -MD) may be found the following: paint and body shop, automotive STAFF REPORT continued repair, hub cap sales, carpet cleaning and pest control warehouse, abandoned store and another paint and body shop. Allowing the continual use of the former Coca-Cola property and warehouse will be in the public interest. The industrial zoning to the west and the commercial zoning along what was Mariposa, now widened as MLK, is original zoning from 1955. Most of the commercial and industrial structures in the area were constructed many years ago. The change to LI for the applicant's property to continue the present use on the site will have a positive impact in the neighborhood. Exhibits are attached. Lots 2, 3, 4, 11, 12 and 13 lie between our warehouse which is situated on Lots 5, 6, 7, 8, 9 and 10 of Block 22, Jirou Addition and Martin Luther King, Jr. Boulevard. Lots 2, 3, 4, 11,, 12, and 13 lie east of the warehouse building, The east side of Lots 2 and 13 abut Martin Luther King, Jr, Boulevard. 2. The present use of Lots 2, 3, 4, 11, 12 and 13 is for access from XffiK Boulevard to our warehouse and for parking of employee vehicles and trucks that are loading and unloading at the warehouse. 3. Accordingly, Lots 2, 3, 4, 11, 12 and 13 are used in conjunction with the warehouse use we are conducting on Lots 5, 6, 7, 8, 9 and 10 which are currently zoned LI. 4. Rezoning the balance of Block 22 of the Jirou Addition to LI will not result in any change in its present use and will be consistent with the adjacent uses in the neighborhood. STREETS: MLK Parkwav is a 120'wide right-of-way and is a major arterial. Pavement varies. There is 2-way traffic along this block segment. Long Avenue has a 60' right-of-way. Two spur railroad tracks inside right-of-way. Not suitable for normal traffic. Ashley is a 60'right-of -way with a pavement width from 18'to 27'. DRAINAGE: There is a 60" storm sewer in Long right-of- way, There is an 18' storm sewer in MLK.
