Preliminary Plat - Dishman Elementary School STAFF REPORT The Planning Director recommends approval of Dishman Elementary School, Lot 1, as a preliminary plat. The Beaumont Independent School District will build a new elementary school on the north side of Walden Road at a site along an extension of Champions Drive east of Major Drive in the Willow Creek neighborhood, The property is out of a 100 acre tract owned by the Dishman family, Approximately 750 students will attend Dishman and there will be 60 teachers and staff members. The plat consists of one lot and the northerly extension of Champions Drive as a collector street. This property was given a specific use permit for a school by the City Council on April 29, 1997, Schools and churches in the residential districts must receive specific use permits after 1981. This school will be located on the proposed extension of Champions Drive, near the intersection of Walden Road. The extension of Champions Drive and its dedication to the City of Beaumont, is pan of this project. All utilities are available and are of adequate capacity to accommodate this new school. This school will be approximately 83,000 square feet and be occupied by approximately 7SO student d 60 facultyand supa s an n staff. The school will be in operation during traditional hours and should provide no negative impact on traffic nor impede the normal and orderly development or improvement of surrounding vacant property. The proposed site plan makes use of two parking lots, each having its own Separate entrance and exit. This will allow the drop-off and pick-up of children without impacting tllc flow Of traffic on Champions Drive or Walden Road, There will be no offensive odors, fumes, dust, vibration, or noise. Street lighting will be provided on Champions Drive. S or adversely affect the lighting will consist of close Proximity security lighting and shouild not disturb he neighbors. Landscaping will be provided with an emphasis being placed an the landscaped screening of parked automobiles. This project is compatible with the adjacent property and will not impede the use and enjoyment of the adjacent property, nor will it diminish or impair property values within the immediate area. Fallow agricultural land and the 261' wide DD#6 Amelia cut-off ditch easement. The actual ditch channel mentioned above is in the A-2 or 100 year flood plain. The majority of the 34 acres is in the "C" or minimal flood hazard zone. The school will fence the property along the ditches on the east and north. GENERAL INFORMATION/PUBLIC UTILITIE S continued STREETS: WATER AND SANITARY SEWER SERVICE: FIRE PROTECTION: ADEQUACY OF SERVICE: ANALYSIS Champions Drive will be extended north of Walden Road and will lie on the west side of the school tract. The street will be designed as a collector with a varied right-of-way width. A concrete median will be constructed in the street south of the first parking lot. The developer will dedicate a 20" wide strip for additional right-of-way for Walden Road when the property is platted. Walden is a major arterial. A combination of storm sewers and surface drainage will be incorporated into the development and construction of the new school. The City Engineer and DD#6 must review and approve all proposed drainage features. The proposed water and sanitary sewer plan shown on the preliminary plat has been approved by the Water Utilities Director. Fire protection is from Station No. 6 at Amelia (I 155 Glendale). This station is to be moved to Major at Brighton according to Fire Department personnel. Existing and proposed services and utilities are adequate. The preliminary plat was sent out to all interested parties. The Beaumont Independent School District is the "developer" and the proposed new portion of Champion's Drive will be constructed as a public street and will be dedicated with the final plat. There will be sidewalks along each side of the street. There were no objections to the plat. Several comments were received regarding the alignment of the street. ANALYSIS continued The consulting engineers agreed during the public hearing to realign the pavement widths, lane placement and redesign the median in the street to encourage better traffic circulation and vehicle stacking patterns. The applicants conferred with our planning and traffic staff on this matter, and have agreed to address the city's concerns for the collector street. The proposed street lights will be located to, provide lights at 250' intervals. Street lights will be installed by the Beaumont Independent School District at no cost to the City. Additional casements will be granted to Entergy for on -site primary electrical service and street lights. The Fire Department will require that fire hydrants be placed along the streets according to Fire Code regulations and that full access to the rear and sides of the school building is provided by the school district. This is a Neighborhood Growth Unit according to our Comprehensive Plan. An elementary school in Neighborhood Growth Units is discussed in the plan's proposals and policies. Schools are desirable and should be permitted in low density single family neighborhoods. Comments from the consulting engineer for Drainage Districts # 6 and from J. P. Colbert, City Engineer are attached hereto. The plat complies with the city's zoning and subdivision ordinances. Box 20078 Beaumont, TX 77720 RE: Plat of Dishman Elementary School Dear Richard: Consulting Engineers & Surveyors I have reviewed the referenced plat and have the following comments. The proposed school is located north of Walden Road between Major Drive and I.H. 10. The proposed drainage for the school will outfall into one of the following two ditches; 202 (Amelia Cutoff) or 202-B which are located to the east and north, respectively, of the property. The two ditches are capable of handling the runoff from the property without any improvements. The proposed drainage of the site will be accomplished with an underground storm sewer.The proposed drainage system which will serve the north end of the property will use an existing back slope drain for entrance into the ditch. We recommend that the back slope drain inlet be reconstructed to prevent a child from entering the proposed storm sewer. The proposed drainage system which will serve the rest of the property will discharge into D202 just South of the proposed school. The details for entering the ditch will need to be reviewed when the construction drawings are complete. Otherwise, the proposed drainage for the site is acceptable.
