HomeMy WebLinkAbout5-5-97 PC MinutesREGULAR MEETING PLANNING COMMISSION May 5, 1997 City Council Chambers A Regular Meeting of the Planning Commission was held on May 5, 1997 with the following members present: Chairman Laurie Leister Vice -Chairman Marva Provo Commissioner Sally Bundy Commissioner Greg Dykeman Commissioner Dale Hallmark Commissioner Dohn LaBiche Commissioner Bill Lucas Commissioner Cleveland Nisby Commissioners absent: Commissioner Bessie Chisum Also present: Stephen Richardson, Planning Director; Murray Duren, Senior Planner; Tyrone Cooper, First Assistant City Attorney; Maria Trapp, Planning Technician; and Jill Cole, Recording Secretary APPROVAL OF THE MINUTES Vice -Chairman Provo made a motion to approve the minutes of the April 21, 1997 Joint Public Hearings. Motion was seconded by Commissioner LaBiche. Motion to approve carried 7:0. REGULAR MEETING 1} fil1B: Request to abandon a 20' wide general utility easement Iying across Block 28, Cartwright Terrace Addition. Applicant: SETCO/PRO NOUN Construction, Inc.; Tom Adams Mr. Richardson told the Commission that the applicant, SETCO General Contractors owns all of the lots that abut the easement. The reason for the request is that they wish to construct an addition to an existing building. There is a 6" sanitary sewer in part of the easement, however, the City has agreed to abandon that line. Mr. Richardson recommended approval of the easement abandonment. Chairman Leister asked for the applicant's comments. Plamiing Commission May 5, 1997 Tom Adams with SETCO General Contractors, Inc, addressed the Commission. Commissioner Bundy made a motion to approve the utility abandonment request as stated in File 565-OB. Commissioner Hallmark seconded the motion. Motion to approve carried 7:0. 2) Prelimina Plat - Dishman Elementa School : Consider the preliminary plat of Dishman Elementary School; 34.489 acres out of the Charles Williams Survey, Beaumont, Texas. Applicant: Brooks and Sparks, Inc. For Beaumont Independent School District Mr. Richardson reminded the Commission that this item was presented to them in the past in the form of a specific use pennit. City Council approved the specific use permit. This subdivision will be for the construction of the new elementary school. As part of the platting of this property, the construction of Champions Drive will be included. It will be a public street and dedicated to the city. This plat was reviewed by all interested parties and there were a few concerns with the . Champions intersection at Walden and that portion of Champions across the street. All those issues have been worked out to the satisfaction of the City, Mr. Richardson recommended approval of the Preliminary Plat of Dishman Elementary School. Discussion between Commissioners and staff regarding sidewalks on Champions. Chairman Leister asked for the applicant's comments. David Sepulveda with Brooks and Sparks, the applicant, addressed the Commission on behalf of Beaumont Independent School District. He said that plans for the future include extending Champions. Commissioner LaBiche made a motion to approve the Preliminary Plat of Dishman Elementary School as requested. Commissioner Bundy seconded the motion. Motion to approve carried 7:0. 3) Preliminary Plat - Rev. Elijah Domoneck, Jr., Section Two Subdivision: Consider the Preliminary Plat of Reverend Elijah Domoneck, Jr., Section Two Subdivision; 1.86 acres out of Lots 54 and 55, Beaumont Improvement Company Subdivision. Applicant: Faust Engineering and Surveying, Inc. for Rev. Domoneck 2 Planning Commission May 5, 1997. Mr. Richardson told the Commission that the request was for an eight lot single family residential subdivision south of Bennett Road. Average lot size will be 54' x 108'. Section One which consisted of four single family residential lots was approved by the Planning Commission in 1995. The new section of the subdivision will include the construction of two new streets to be dedicated to the City. This plat was reviewed by all interested parties and there were some concerns about drainage, street lighting, etc., but the issues have been addressed and agreed upon to the satisfaction of the City. Mr. Richardson recommended approval of the preliminary plat. Discussion of sidewalk requirements followed. (Commissioner Nisby arrived.) Chairman Leister opened the public hearing and asked for the applicant's comments. Richard Faust with Faust Engineering and Surveying addressed the Commission on behalf of Reverend Domoneck. Commissioner LaBiche made a motion to approve the Preliminary Plat of Rev. Elijah Domoneck, Jr. Subdivision as requested. Commissioner Bundy seconded the motion. Motion to approve carried 8:0. OTHER BUSINESS Mr. Richardson told the Planning Commission that the next meeting of the Zoning and Development Committee was scheduled for May 15, 1997. THERE BEING NO FURTHER BUSINESS, THE MEETING WAS ADJOURNED.
