STAFF REPORT
Mr. Kothawala, the President of'Beaumont A/C Supply, Inc,, wishes to relocate his wholesale
business from rented quarters located a few blocks north to the subject site where he plans
to construct a I 10' x 60' warehouse to contain his business, showroom and offices. The
proposed building will contain 6,600 square feet. He also proposes a 15' x 50' storage
building on the most easterly part of the site.
The company sells air conditioning, refrigeration and heating supplies, parts and equipment.
All of Block 12, Jirou Addition is zoned GC -MD. Wholesale distributors and warehouses are
permitted with a specific use permit.
This application complies with the eight conditions for approval of a specific use permit.

Beaumont A/C Supply, Inc. requests a specific use permit as provided in the zoning ordinance of the City
of Beaumont for the following property more fully described in attachment "K. The existing zoning on this
property is GCM.D.The requested use for this property is for a wholesale HVAC supply house.,
The purpose of the proposed building for this site will be to sell wholesale, air conditioning, heating,
and/or refrigeration -parts, supplies, and/or equipment, Being wholesale, we have a limited clientele, thus,
not much traffic to our site. We are presently located at 1455 N MILK JR PKWY (Formerly Gulf Street),
where we have been since March 1992. We are a locally owned and family operated company. 1, M.O.
Kothawala, being the owner and President of the company. My son, Brian Devillier, is manager of the
Beaumont store. We have a branch location in Groves,Texas. My son, Jason Devillier, is manager. My
wife, Bonnie, does the bookkeeping for both stores. I have been in this line of work for over 20 years in
this area. Our store hours are from 8a.m. to 5p.m. Monday thru Friday. We are open Saturdays 8a.m. to
12 noon during the summer months. We are looking forward to a new building with more space and
conveniences.
We are trying, to stay in this vicinity as this is where the other area supply houses are located. They are:

We feel that the proposed building ("preliminary plan enclosed") will serve to improve property values in
the immediate vicinity.
Future development of surrounding property will not be affected or impeded by the establishment of our
proposed building project.
Existing utilities, streets, drainage and all other supporting facilities are adequate. (See proposed site
plan on drainage).
The design and arrangement of all driveways and parking places will be safe and convenient and will not
affect vehicular or pedestrian traffic.
There will be no offensive odors, dust, fumes, noise, or vibrations emitted from proposed site.

Directional lighting will be provided as shown on the enclosed site plan.
The landscaping of the proposed site will be in compliance with the
Beaumont City Zoning Ordinance.

This application is in compliance with the eight conditions necessary for approval. Comments
on items 1, 4, 5 and 8 follow:
I Along ML.K. Parkway are found a mixture of land uses, including wholesale and
retail businesses, vacant lots and buildings and residential uses. The owner proposes
to front his business west on M.L.K. Parkway, Long Avenue is now closed to
through traffic. The nearest occupied house is 60' east of the rear of the proposed
warehouse. There is another wholesale distributor and supply business one block
away on M.L.K. Parkway. The proposed business will be compatible in the
neighborhood.
4. The design of the driveways, parking lot, loading and unloading dock and overall
parking scheme has received the approval of the Traffic Engineer, Jim Cline.
5. By facing the business onto M.L.K. Parkway, the noise of trucks entering and leaving
the supply company will not adversely impact residences on the east side of the block.
The design of the building will help prevent offensive dust, noise and vibration.
8. The supply company will be a new business in this immediate vicinity and will aid in
the effort to rehabilitate the area. This will result in a new commercial building on
vacant and unused property. The property in this neighborhood should increase in
value,

House on Lot 4, Block 12, Jirou (east of subject
tract) was demolished February 1996 by the
City.
STREETS: M.L.K. Parkway is a 120'wide right-of-way
and is a major arterial. Pavement varies.
There is two-way traffic along this block.
Long Avenue is a 60'right-of-way. Railroad
tracks run down the center of the street. The
pavement width is 26 feet, The City
constructed a partial cul-de-sac at the end of
Long Avenue which prevents traffic from
entering M.L.K. Parkway,
DRAINAGE: There is a 96" storm sewer in the Long
Avenue right-of-way and an 18" storm sewer
in M.L.K. Parkway.
