A Regular Meeting of the Planning Commission was held on June 2, 1997 with the following
members present:

Jill Cole, Recording Secretary
APPROVAL OF THE MINUTES
Commissioner Bundy made a motion to approve the minutes of the May 19, 1997 Regular
Meeting raid Joint Public Hearings. Motion was seconded by Commissioner Nisby. Motion
to approve carried 5:0.
PUBLIC HEARING
1) Replat of Lot 31 Unit "C" Tyrrell Park Addition: Request for a replat of Lot 31, Unit
"C", Tyrrell Park Addition into Lots 31A and 3113, containing a total of 3.834 acres,
each lot to be 1.917 acres. Property is zoned RS (Residential Single Family Dwelling)
District.
Location: 5515 Downs Road and 5510 Phelps Road
Applicant: Wortech Land Surveyors, Inc. for Herman J. and Mary Helen Davis
Mr. Richardson told the Commission that the property owner of this 3.83 acre tract
wishes to subdivide it for potential sale. The proposed Lot 31 B, with its frontage on
Downs Road, has an existing house on it. The proposed Lot 31A, is undeveloped, and
will front on Phelps Road. Utilities are available to both lots.
The replat is in conformance with the Subdivision Ordinance.

As required by law, 11 notices were mailed to property owners within 200 feet. Two
responses in favor and two in opposition were returned. The two responses in
opposition were from the same person.
Vice -Chairman Provo opened the public hearing and asked for the applicant's
comments.
Richard Worthey of Wortech Land Surveyors, addressed the Commission on behalf
of the applicant.
(Commissioner Chisum arrived.)
Vice -Chairman Provo asked for continents in favor or in opposition.
Herman Davis, the applicant, addressed the Commission in favor of the request.
Vice -Chairman Provo closed the public hearing.
Commissioner Bundy made a motion to approve the Replat of Lot 31, Unit "C", Tyrrell
Park Addition as requested. Commissioner Hallmark seconded the motion. Motion
to approve carried 6:0.
REGULAR MEETING
2) Preliminary Plat - Romeda Commercial Park: Consider the preliminary plat of Romeda
Commercial Park, Lots 1-7, Block 1; 29+ acres out of parts of the M. C. Cartwright
Subdivision.
Location: Cardinal Drive - south side
Applicant: Howell and Davis for Romeda 1997, Ltd.
Mr. Richardson told the Commission that the applicant is requesting variances of the
street length, street right-of-way width and street pavement width requirements. The
Subdivision Ordinance provides for a maximum cul-de-sac length of 800 feet. The
proposed street is 1250 feet. The proposed Romeda Road will not extend any further
to the south. The property is bounded on the south by the Port Arthur Fresh Water
Canal. No objections to the variance of the street length requirement were received.
The Subdivision Ordinance requires a 70 foot right-of-way width for industrial streets.
The property is zoned Light Industrial. The applicant wishes to plat the property with
a 60 foot right-of-way. Additional 10 foot wide utility easements will be dedicated
along each side of the right-of-way. No objections to the variance of the right-of-way
width requirement were received.

The Subdivision Ordinance also requires a 40 foot wide pavement for industrial streets.
The applicant wishes to construct a 37 foot wide pavement. The Traffic Engineer has
stated that if the pavement width is granted, this approval should be subject to no on -
street parking being allowed.
If this plat is approved, it should be approved subject to the following three conditions:
1) That one additional street light at the north side of the cul-de-sac be provided
by the developer;
2) Drainage District No. 6 approve the revised drainage plan; and
3) Variances for the street length, street right-of-way width and street pavement
width must be granted. If the variance to the street pavement width is
approved, on -street parking will not be a]lowed.
Vice -Chairman Provo asked for the applicant's comments.
Ron Davis with Howell and Davis Consulting Engineers, the applicant, addressed the
Commssion. He asked the Commission to consider parking on at least one side of the
37' wide pavement.
Discussion followed between the Commission and Mr. Davis regarding parking,
pavement width, etc.
Commissioner Chisuni made a motion to approve the Preliminary Plat of Romeda
Commercial Park as requested, subject to the following conditions:
1) That one Additional street light at the north side of the cul-de-sac be provided
by the developer;
2) Drainage District No. 6 approve the revised drainage plan;
3) Variances for the street length, street right-of-way width and street pavement
width must be granted; and
4) Allow parking on one side of the 37' pavement.
Commissioner Bundy seconded the motion. Motion to approve carried 6:0.
OTHER BUSINESS
Discussion of Planning Commission workshop to be held at the City of Orange on
Thursday, June 5, 1997 at 5:30 p.m.
