This proposed 3.669 acre residential subdivision contains 12 single family lots and is out of
the H. Williams Survey. The property lies west of Windsor Gardens, Section One, which is
west of Windsor Park Addition. Windsor Parkway provides access from Dowlen Road,
Windsor Parkway becomes a private street at the entry to Windsor Gardens, Section One,
The street will be extended and built to City standards,
The preliminary plat for Section One was denied by the Planning Commission on January 17,
1996. A revised preliminary was then approved by the Commission on February 5, 1996.
The final plat for Section One was filed for record on July 31, 1996, The private streets will
be maintained by the property owners. Water and sanitary sewer will be dedicated to the
public and maintained by the City.
Prints of this subdivision were distributed as required. No objections were received by the
Planning Division.
Lots 5 and 6, Block 1, front along the north side of Windsor Parkway. Lots 10-19, Block 2
have addresses along the Hyde Court cul-de-sac. Private drives will give access to garages
at the rear of Lots 10-19, Block 2.
The applicant has requested a waiver from the temporary cul-de-sac requirements regarding
the west end of Windsor Parkway. This is allowed when the dead-end street is less than 200
feet in length. Property immediately west of Section Two is planned as Section Three of
Windsor Gardens by B.A.G. Enterprises. This plat is in compliance with the Subdivision and
Zoning Ordinances.

Dear W. Richardson:
Transmitted herewith in regard to the above referenced are the following:
1) 30 prints of the preliminary plat for Windsor Gardens, Section Two
2) $300.00 application fee (check no. 7998)
Section Two of Windsor Gardens will consist of 12 lots for single family
residences and is consistent with the expansion plans proposed and
approved with Section One last year. This development has a gated
entrance which remains open during daytime hours for garbage pickup, mail
delivery, etc. and is secured at night to limit and deter public access. All
streets constructed within this development will be built to City standard and
will be privately maintained by the existing homeowners association. Water
and sanitary sewer improvements will also be constructed to City
specifications and dedicated to the City for maintenance. Easements will be
dedicated for access to and maintenance of all utility services. Mail service
will utilize the existing kiosk located on Windsor Parkway just inside the
Windsor Park addition entrance off Dowlen Road. Restrictions for Windsor
Gardens are recorded in Document No. 96-9623003 of the Official Public
Records of Real Property in Jefferson County, Texas.
This 3.669 acre tract, as with the future development to the west, will be
basically a mirror image of Section One. The interior lots will have garage
access from the rear via private 16 foot wide concrete drives,. Drainage for

tually unchanged with regard to the proposed pipe sizes and will meet the original design
capacity to provide excellent drainage for this project. All electrical power on this site will
be installed underground.
The developers, B.A.G. Enterprises, Inc,, and Amoco Production Company have recently
worked out an arrangement to relocate the 4" salt water disposal line (30 psi) that crosses
the northwest corner of the future development area (Section Three). Relocation of this line
should be completed in the next 60 days.
Of the 13 lots in Secti6n One, 5 remain with several sites in Section Two already reserved.
The secluded setting of this development combined with a secured entry and quality
custom homes has made Windsor Gardens a very successful venture.
We trust these expansion plans for this development will meet with the Planning
Commission's favorable approval at the upcoming meeting scheduled for July 7th, 1997.

Dear Murray:
Appreciated your call yesterday afternoon in reference to review of the
preliminary plat for the second phase of this development. As you know we
requested and received a variance for a temporary turnaround at the end of
Windsor Parkway in Section One, Section Two is almost an identical footprint
of the previous section with a 16 foot wide private drive falling just short (45
feet) of the proposed end of pavement. We feel this has been quite
functionable as a turnaround particularly since the street now has a gated
entry and experiences a very, very low volume of traffic. Also, if sales
continue as anticipated, construction on Section Three should begin next
spring. For the above reasons as well as for cost considerations we would
like to request a variance to the City Subdivision Regulations regarding
construction of a temporary turnaround at the end of Windsor Parkway.
Thank you for allowing us to respond to this matter prior to issuing your staff
report, We trust this request will meet with the Planning Commission's
favorable approval at the upcoming July 7th meeting. Should you have any
