Richardson, Planning Director SUBJECT: Consider the revised Preliminary Plat of Park West Addition, Phase III and IV. FILE: Preliminary Plat - Park West Subdivision, Phases III and IV STAFF REPORT This proposed 4.27 acre residential subdivision contains 10 single family lots and is out of the H. Williams Survey. The property lies south of Phase I and Phase 11 of Park West and is situated east of Dowlen Road, Eight new homes have already been constructed in the first two phases. This plat is a revision to, the original preliminary subdivision plat for Phases 1, 11 and 111, approved conditionally by the Planning Commission on November 7, 1994. Phase III now becomes Phases III and IV. Phase III consists of Lots I 1- 15 and Phase IV consists of Lots 16-20. The number of lots has been reduced from 13 to 10. There is also a minor change to the drainage plan as it was originally submitted in 1994. The extension of South Bend and the eastern portion of West Bend will be constructed in Phase III and the western portion of South Bend is to be constructed in Phase IV, The applicant is requesting a waiver of the temporary cul-de-sac requirement for the dead-end portion of West Bend. The west end of West Bend is less than 200 feet in length. Prints of the proposed subdivision were distributed to the concerned parties. No objections were received by the Planning Division. The plat is in compliance with the Subdivision Ordinance, the Zoning Ordinance and the Comprehensive Plan. P'eC_.4>_17-91 Schaumburg & Polk, Inc. Park West Subdivision will include water, sanitary sewer, storm sewer and street paving. All utilities will be underground. 7. Please recall, that a preliminary plat was approved at the GlQwbex-1-74, 1994 Planning Commission Meeting for this project. The developer at this time would like to revise the preliminary plat for Phase III. Phase III will now consist of Phase III and IV. Phase III will be an extension of South Bend and a cul- de-sac to the East (West Bend) having 5 single family residential lots (Lots 11-15). Phase IV will consist of a cul-de-sac to the West (West Bend) having 5 single family residential lots (Lots 16-20), This preliminary plat is identical to the previous Phase III except: 1. Divided into Phase III & IV. 2. Decreased the number of lots from 13 to 10. 3. Replaced two manholes with cleanouts,. At this time we are asking that this requirement be waived on West Bend (to the West) during construction of Phase III. Phase IV construction is expected to occur within the next two years. Drainage plans must be approved by the City Engineer and by DD#6 commissioners. A 6" water line will be extended from Park West Drive 150" then converted to a 2" line to serve the lots. A 6" sanitary sewer line will be extended from Park West Drive to serve the 10 lots. Fire protection is from Station No. 9, 7010 Gladys Avenue. Proposed utilities and services will be underground and will comply with all regulations.
