SUBJECT: Consider a request for a specific use permit to allow a 180' tall cellular
telecommunications tower on a tract of land zoned RS (Residential Single Family
Dwelling) District.

The proposed tower site is situated at the back of a 75x 303' foot lot located south of 8075
College Street and west of a residence at 990 Glendale. Mr. Howard Woodall, the owner of
the residence and the subject lot, operates the Landing Bar and Grill at 8075 College.
The proposed 180" steel communications tower is self-supporting and will sit atop a concrete
slab. A 12' x 15' x 10' concrete equipment building will be located next to and east of the
tower. The structures will be enclosed by a fence within a 50'x 50' compound. The property
lease is for a 60' x 60' area,
The proposed tower is in compliance with seven of the eight conditions necessary for
approval (Section 30-26 E.). If this application is approved, an 8'tall solid wood screening
fence and ten foot landscape strip need to be installed along the south and east sides of the
compound.

Dear Planning Commission and Counsel members,
With this letter Banco Communications of Beaumont, Inc., DBA Centennial Wireless, does hereby formally address the
zoning requirements for the above captioned matter.
Centennial proposes to install, operate and maintain up to a 180'AGL self support communications tower, pending
FAA approval, in the rear lot of the Landing Bar & Grill for the purpose of providing a cellular communications system
specifically designed to serve subscriber needs in the city of Beaumont. We anticipate the installation of a prefabricated
concrete equipment building at ground level, having approximate dimensions of 12ft wide by 15ft long. The radio
storage building and the tower will be surrounded with 8'high commercial hurricane style security fencing with 2'razor
wire extending from the top. The entirety of the compound which is 50' by 50' will be filled with shell or gravel.
In address to Section 30-26 "Zoning Requirements":
1) The tower compound will be compatible and not injurious to the use of other property, not significantly diminish or
impair Property values within the immediate vicinity. The compound which will be only 60'by 601 in size, a
professional and neat installation and will be maintained accordingly,
2) The installation, operation and maintenance of the tower will not impede the normal and orderly development and
improvement of surrounding vacant property.
3)Adequate utilities, access roads, drainag will be provided and maintained during the period of presence. Utilities and
access are essentially in place at this time.
4)No design, location or traffic arrangements will adversely effect neighboring development. No traffic implications
will be involved after the installation. Generally, Centennials' technitions will visit the site one or two times weekly.
5) All nuisance measures will be taken to prevent or control noise level during installation. No notable nuisances will
exist as result of daily operation and maintenance of the tower. Construction time will be approximately thirty days,
6) No lighting requirements of the facility will adversely effect the neighboring area. We will likely install a standard
commercial door light outside the entrance to the equipment building which will activate with a motion sensor,
Additional lighting on the tower will be subject to FAA stipulations. Should the FAA determine that fighting is required,
it is anticipated that white lights will be employed during daylight hours and less notioable, flashing red lights at night. It
is further anticipated that the tower will not be painted and thus minimi c visual impact.
7)Centennial will abide by any counsel suggestion to construct fence screening for the purpose of insuring harmony and
compatibility with the adjacent property.
8) Centennial makes this request in order to provide high quality of cellular radio service to people living and working
in your area. Generally, the decision to install service in a particular area comes from customer requests. In addition, we
have attempted to mount antennas on several nearby towers and existing structures and were unsuccessful in our
endeavors,

This application meets the eight conditions necessary for approval of the specific use permit.
Comments on conditions 1, 3, 4, 6 and 7 follow:
This particular site lies about 200'west of Mr. Woodall's residence and is surrounded
on the south and southwest with large mature trees. Directly north and west is
commercially developed property. Free standing or self-supporting towers include
monopoles and three or four sided steel lattice towers.
The Telecommunications Act of 1996 gives the FCC the sole authority to determine
what standards wireless facilities must meet to ensure that radio frequency emissions
do not harm people or the environment. Each tower must be licensed by the FCC.
Lighting is regulated by the FAA.
The proposed tower will be compatible to the neighborhood and should not impair
property values within the area,
3. Access to the tower site will be from existing driveways north of the tower
compound. These drives are located off Glendale and College and are situated on
commercial property controlled by Mr. Woodall, the land owner.
4. Parking for tower maintenance personnel is being provided and is approved by the
Traffic Engineer,
6. White lights will be used on the tower during daylight hours and red lights at night.
Since the tower is only 180' in height, the FAA may determine that fighting is not
required. Special lighting is usually not required until a tower reaches 200' in height.
Proximity to airports is also a consideration, however.
7. The compound will be enclosed within an 8'tall chainlink fence with razor wire along
the top. The gate will be kept locked for security. An 8'tall solid wood screening
fence and ten foot landscape strip need to be installed along the south and east sides
of the compound,
