Moore Mayor Pro -Tern Becky Ames Councilmember-at-Large Andrew Cokinos Councilmember Lulu Smith Councilmember Guy Goodson Councilmember Bobbie Patterson Councilmembers absent: Councilmember John Davis Also present: Stephen Richardson, Planning Director; Murray Duren, Senior Planner; Tyrone Cooper, First Assistant City Attorney; Maria Trapp, Planning Technician; and Jill Cole, Recording Secretary APPROVAL OF THE MINUTES Commissioner Bundy made a motion to approve the minutes of the July 7, 1997 Regular Meeting. Motion was seconded by Commissioner LaBiche. Motion to approve carried 9:0. Planning Commission July 21. 1997 JOINT PUBLIC HEARING Mayor Pro-Tem. Ames called the Joint Public Hearings of July 21, 1997 to order and explained the purpose of the joint hearing process and then turned the meeting over to Chairman Leister. She explained the policies and procedures for the hearing process. Mayor Moore arrived at this time. 1) File 1365-P: Request for a specific use permit to allow a 180' tall cellular telecommunications tower on a tract of land zoned RS (Residential Single Family Dwelling) District. Location: Rear of 8075 College at Glendale Applicant: Bauce Communications of Beaumont, Inc., dba Centennial Wireless, Natchez, Mississippi Mr. Richardson told the Commission and Council that this property was behind the residence located at 990 Glendale and is also behind the Landing Bar and Grill that fronts on College. Mr. Howard Woodall owns both of these properties. The tower will be self supporting and will sit atop a concrete slab. Because of the way it is being constructed, there will not be a need for guy wires. In addition to the tower, a 12' x 15' concrete equipment building will be located next to the tower. The proposed tower is in compliance with seven of the eight conditions necessary for approval. The 50' x 50' portion of the compound is to be surrounded by an 8' chainlink fence with razor wire on the top. If this application is approved, there are two sides of the property that are adjacent to RS (Residential Single Family Dwelling) District property, therefore an 8' tall solid wood screening fence and 10' landscaping strip should be installed along the south and east sides of the compound. Twenty-one notices were mailed to property owners within 200 feet of the subject property. There were no responses in favor and one in opposition returned. Commissioner Lucas asked what was the required wind load. The applicant replied 100 mph. Commissioner Lucas asked about utility easements. Chairman Leister opened the public hearing and asked for the applicant's comments. Guy Stout with Centennial Wireless, the applicant, addressed the Commission and Council. He gave a brief description of the tower and answered questions from the Commission. 2 Planning Commission July 21, 1997 Commissioner Nisby asked about transmitting and receiving. Commissioner Dykeman asked Mr. Stout how many towers his company had in Beaumont. Mr. Stout replied about one dozen in the area, including the towers that are leased and the towers that are owned. Mr. Stout added that they always try to sub -lease from other towers and structures if it is possible. In response to Commissioner Lucas, Mr. Stout said that there are no other electronic devices that the tower would interfere with. Chairman Lcister asked for comments in favor or in opposition. No comments were made. Chairman Lcister closed the public hearing. Commissioner Lucas made a motion to approve the specific use permit to allow a 180' tall cellular telecommunications tower at the rear of 8075 College, subject to an 8' tall solid wood screening fence and 10' landscaping strip being installed along the south and east sides of the compound. Commissioner LaBiche seconded the motion. Motion to approve carried 9A. OTHER BUSINESS THERE BEING NO FURTHER BUSINESS, THE MEETING WAS ADJOURNED.
