Richardson, Planning Director SUBJECT, Consider a request for a specific use permit to allow a drinking place in a GC -MD (General Commercial -Multiple Family Dwelling) District within an existing structure at 1425 College and Avenue A. FILE: 1367-P STAFF REPORT Jesus Gonzales and Juan Sanchez wish to open a tavern in a building previously used as a grocery store at the southwest corner of College and Avenue A. The property is owned by Ai Van Nguyen. This application is in compliance with seven (7) of the eight (8) conditions necessary for approval. It is suggested that the applicant be required to construct an 8' tall solid fence or wall and a 10' wide landscape strip along the south property line as a screening buffer between the tavern's parking lot and the residence next door. The applicant must be able to provide one parking space for each four seats or one space for each 50 sq. ft. of customer service area, whichever is greater (Section 30-27). Exhibits are attached. Comments on items 1, 4 and 7 follow: This site has been used for commercial purposes for several years. College and Avenue A are arterial streets and M.L.K. Parkway lies a block to the east. The one- story building on the site contains about 1,000 square feet of useable space. This business will be a neighborhood tavern. The proposed business is compatible with other businesses along College. The suggested screening and landscaping along the south property line would buffer residences to the south. 4. The parking lot and drives surrounding the building are paved with concrete and asphalt. There are two driveways off College and one from Avenue A. The applicant must be able to provide one parking space for each four seats or one space for each 50 sq. ft. of customer service area, whichever is greater (Section 30-27). The site plan shows a minimum of 21 parking spaces. 7. Even though this property has been used for commercial purposes for many years, additional screening should be considered for the rear of the tract where it abuts a residence on Avenue A. Land south of the platted lots on College is zoned RM-H, An 8'tall solid fence or wall and 10'wide landscape strip should be constructed by the applicant along the south 100' long property line.
