SUBJECT: Consider a request for a specific use permit to allow the construction of a 180'tall
cellular telecommunications tower and support facility on a lot zoned RS (Residential
Single Family Dwelling) District.

STAFF REPORT
The applicants wish to construct the tower on a vacant lot west of 245 E. Gill in a residential
neighborhood as permitted with a specific use permit and under the provisions of federal law
regulated by the FCC and the FAA.
This application is in compliance with five (5) of the eight (8) conditions necessary for
approval of the permit according to staff's understanding of Section 30-26 E, of the Zoning
Ordinance.

Attention: Planning Commission and City Council
Meretel Communication L.L.P. proposes to, build a Wireless Telephone Tower and
Associated Support Facilities on Lot 7, Block 2, Vestal Addition, City of Beaumont
Texas. The proposed facility will provide Wireless Telephone service to Northeast
Beaumont.
There will be a slight increase in traffic in the area during daylight hours while
Construction is in process. Once the facility is complete it is automated and requires very
little: attention. A service technician will visit the site approximately once a month for
inspection and preventive maintenance.
The Equipment and Tower will enclosed and buffered by an eight (8) foot board fence and
landscaping as shown on the attached plot plan.
Please consider allowance for a Specific Use Permit for this facility in that it will provide
state of the art Wireless Telephone Service to Northeast Beaumont.

ANALYSIS continued
This application for a cell tower in the RS District is in compliance with five of the eight
conditions necessary for approval. Comments on items 1, 2, 7 and 8 follow:
The location for the tower chosen by the telecommunications company and the owner
of the lot in question lies southwest, west and north of existing single family homes.
As one enters the neighborhood east from Pine Street, there are several vacant lots
fronting along either side of East Gill. The tower site is 350' east of Pine Street on
a vacant lot. However, this is next door to 245 Gill and across the street from 210
Gill. The nearest house to the north is 250 LaSalle. This isthe western edge of a
single family neighborhood extending east along LaSalle, E. Gill and Vestal. There
is a new church located on Pine between E. Gill and LaSalle. The 180' tall tower
could possibly diminish residential property values within this immediate area. The
tower is not compatible with the nearby single family homes.
2. The surrounding vacant property is made up of several platted residential lots. The
lots abutting Pine Street are zoned RCR (Residential Conservation and Revitalization)
and the other lots are zoned RS. The location picked for the 180' tall
telecommunications tower may impede the additional construction of homes in this
neighborhood.
7. The site plan demonstrates compliance with the required screening and landscaping
provisions of the Zoning Ordinance,
8. "Conservation and Revitalization Areas" are areas of the City.... "where action is
needed to prevent or reverse deterioration. These areas are characterized by fair to
poor housing conditions, incompatible mixtures of land uses and declining numbers
of housing units and small businesses" (Comprehensive Plan). It is debatable whether
or not a cell tower in this particular spot would act as a catalyst for neighborhood
development. It is doubtful if the proposed tower would encourage residential
construction, However, there has been little development of any kind in the
immediate area or general area for some years, except for the church (specific use
permit) and nearby Pine Street cemetery expansion (specific use permit).
