Richardson, Planning Director SUBJECT: Consider a request for a specific use permit to allow a 180' tall cellular telecommunications tower on a tract of land zoned NC (Neighborhood Commercial) District. FILE: 1371-P STAFF REPORT The proposed tower site is situated at the rear of the Stadium Shopping Center located in the 3300 Block of Avenue A. The proposed 180'steel communications tower is self-supporting and will sit atop a concrete slab. An 8' x 15' equipment building will be located next to and east of the tower. The structures will be enclosed by an 8' tall security fence surrounding the 60' x 60' leased compound area. The tower location will be located on existing paved parking area for the shopping center. The proposed tower is in compliance with the eight conditions necessary for approval (Section 30-26E). Exhibits are attached. Attention: Planning Commission and City Council Meretel Communication L.L.P. proposes to build a Wireless Telephone Tower and Associated Support Facilities on property located within the Stadium Shopping Center Complex of Beaumont Texas. The proposed facility will provide Wireless Telephone service to Southeast Beaumont. There will be a slight increase in traffic in the area during daylight hours while Construction is in process. Once the facility is complete it is automated and requires very little attention. A service technician will visit the site approximately once a month for inspection and preventive maintenance. The Equipment and Tower will enclosed and buffered by an eight (8) foot security fence as shown on the attached plot plan. That the proposed use is in accordance with the Comprehensive )Tali. x ANALYSIS continued This application meets the eight conditions necessary for approval of the specific use permit. Comments on conditions 1, 3, and 4 follow: 1. This particular site lies at the rear of the Stadium Shopping Center and within existing paved parking area. The south edge of the fenced compound is located 22.5' from the property line. A 20'paved alley separates the shopping center and the residential lots to the south. The Telecommunications Act of 1996 gives the FCC the sole authority to determine what standards wireless facilities must meet to ensure that radio frequency emissions do not harm people or the environment. Each tower must be licensed by the FCC. Lighting is regulated by the FAA. The proposed tower will be compatible to the neighborhood and should not impair property values within the area, 3. Access to the tower will be from the existing driveways to the shopping center. Drives are located on Avenues A and B. 4. Parking for tower maintenance personnel is being provided and is approved by the Traffic Engineer.
