Richardson, Planning Director SUBJECT: Consider a request for a specific use permit to allow a wrecker service in an existing building, FILE: 1373-P MVUOF�N The applicant is requesting a specific use permit in order to operate a towing service within an existing building at 130 E. Elgie Street, The applicant states that the business will involve the storage and releasing of vehicles. Most of the applicant's current business involves towing for auto clubs. The most vehicles stored at any one time will be 10. The storage of all vehicles will be inside the building. There will be no repairs or maintenance of vehicles at this location. Employee and customer parking will be provided for at the front and rear of the building. If this application is approved, it is suggested that an 8' tall wood screening fence be Wilt along the southmost 23' of the east property line and along the south property line. Responses in Opposition LEGAL DESCRIPTION FOR ORDINANCE PURPOSES East 50' of Lots 1-3, Block 2, Cloverdale Addition, containing 0.17 acres, more or less. Ladies and Gentlemen of the Planning Commission and City Council, As you now know we are planning to start a 24 hr. Towing Service at 130 East Elgie St. At this location there is a pre-exsisting building the size in which will be perfect for our Towing Business. Our only activity will be the storage and releasing of automobiles. As for office hours we will be open from 9:00 am to 5:00 pm Monday through Friday and will not have posted weekend hours. We will not be doing any repairs or maintance on vehicles at this location, Our biggest bussiness at this time is towing from point A to point B with very little storage involved as we do mostley auto -clubs only. The most vehicles we will be storing is 5 at a time and no more than 10. The specific use will not be injurious to the use and enjoyment of the neiborhood as we are next door to a Auto Repair Shop. We have already gotten plans in the near future to paint or put some kind of siding on the front of our building to bring it up to date and we feel that by doing this it will also bring the property value up from what it is today. We have a pre-exsisting 8 foot fence on each side of our building which will and is preventing any noise conflict of each neighbor on either side of us, and is also helping in the appearence of our property. The only noise that there might be is us hooking up and unhooking to vehicles in side the building which does not make that much noise any . way. We do not have anything or will be doing anything that might cause an order which may offend the neighbors. At this time there are no vacant lots or property on either side of this property. In the event that there might ever be an empty lot or property we will not impede the normal and orderly development and improvement of surrounding vacant property. Utilities, access roads, drainage and other necessary supporting facilities do already excise at this location, as you can see on the site plan given you. The only outside lighting that we have is a small floresent light in the front office window with our business name Roll- Rite Wrecker Service. This is to let the public know what this building is being used for and for customers to find our location. At night the light only puts out a small dim light that allows you to see the parking lot around the entrance way to the offices. As for the over all land uses we will only be doing business in side the building, so the outside land will remain clean and clear of any weeds or rubbush. In the front of the office at the entrance we will have a marked parking lot with handicap spots as well for our disabled clients. At this time we do have shrubbery in the front along the fence. In back of the property we have a few trees for beatifying the land scape. All this is located on the site plans. We have every intention of leaving the trees and shrubery and even later on adding more. At this time let me close by saying we are trying to rebuild South Park into a nice neighborhood to be able to work and live in the area with our neighbors. We take Pride in our business and we take Pride in ourselves. As we take care of the busisness that is part of us, so will we take care of'the land and building that houses our business. Comments on Conditions 1, 4, 5 and 7 follow: The proposed business will occupy an existing commercial building. The last use of the property was a woodworking shop. All storage of vehicles will be inside the building. There will be no repair or maintenance of vehicles at this location. Office hours will be 9 am - 5 pm, Monday - Friday. The office will be closed on weekends. The improvements proposed for the building and grounds will enhance the property. The proposed use should be compatible and not injurious to surrounding properties. 4. All ingress and egress will be through existing driveways. The proposed parking layout for customers and employees has been approved by the Traffic Engineer. All storage of towed vehicles will be inside the existing building. 5. Since all storage of vehicles will be inside the building, there will be little, if any, noise to offend surrounding property owners. 7. While no, additional landscaping and screening are required by ordinance, it is suggested that an 8'tall wood screening fence be built along the southmost 23"of the east property line and along the south property line.
