Richardson, Planning Director SUBJECT: Consider a request for a specific use permit to allow an Internet cafe/coffeehouse, computer sales, service and training in an NC. (Neighborhood Commercial) District. FILE: 1369-P STAFF REPORT The applicants wish to operate a business that would provide for computer sales, service and training and Internet access in a coffeehouse style atmosphere. Soups, salads, sandwiches, pastries and a variety of coffees and teas would be available to individuals while "surfing the web" or there for computer training. The "Logan Cafe" would occupy a vacant storefront in an existing shopping center at 3805 Calder. Exhibits are attached. PUBLIC NOTIFICATION Notices mailed to property owners 21 Responses in Favor . That the specific use will be compatible with and not injurious to the use and enjoyment of other property, nor significantly diminish or impair property values within the immediate vicinity; x x 2. That the proposed use is in accordance with the Comprehensive Plan. x ANALYSIS contintied This application is in compliance with the eight conditions necessary for approval, Comments on Conditions 1, 4 and 5 follow: The proposed Internet cafe and computer sales and service will be a compatible use and not injurious to, surrounding properties. The proposed business will be located in an existing shopping center. The food service will not include the selling of alcoholic beverages. Hours of operation of the retail portion of the business will be 7 days a week, 9 am - 6 pm. The cafe will be open 7 days a week, 8 am - 9 pm (M- Th) and until I I pm on weekends. 4. All traffic to the business will enter and exit through existing driveways and will use existing parking. 5. There will be no offensive noise emanating from the business. The applicant has verbally stated that there will be some live entertainment provided but it will be at a noise level that will not be heard outside the store.
