HomeMy WebLinkAbout567-OBDATE: September 15, 1997 TO: Planning Commission FROM: Planning Staff SUBJECT: Planning Division File 567-013-Request from St. Elizabeth Hospital to abandon 14th Street between Calder and McFaddin Avenue. 1013X5WH St. Elizabeth Hospital plans to construct a new six level parking garage across property owned by the Sisters of Charity. The proposed garage will straddle 14th Street between Calder and McFaddin and include: 1235 parking spaces. The existing parking garage on 14th Street will be demolished. A new west wing of the hospital will be built at a later date on 14th Street behind the radiation therapy center. This information was sent to interested city, county, and utility company offices for comment. Certain other property owners in the general vicinity were also contacted. Presently there are city services and some public utilities located within the subject right-of-way, The new garage is needed by the hospital, medical staff and the public to aid in St. Elizabeth's growth. However, the intersection of 14th Street and Calder has a high volume of traffic and 14th is a major north -south street between IH-10 and I lth Street. Public access to and from the hospital must be preserved while helping in the proper physical development of the plant. Many others also use 14th on a daily basis to access other nearby sites. The new parking garage can be constructed over 14th Street but leaving the street open for traffic and pedestrians. The segment from Calder to McFaddin could be abandoned, reserving utility easements for existing services. Some relocations of utilities may be necessary to accommodate the new construction. However, public access should be maintained. It has been suggested that an easement for air rights only be granted so that the garage can be built at the desired site and leaving the street open. The various options available are still being discussed but have not been solidified at this point in time. The purpose of the Regular Meeting of the Planning Commission scheduled for 9/15/97 is to discuss the project and to receive public comment. Attachments are included. MDjmc PROPOSED FOURTEENTH STREET 'RIGHT OF WAY ABANDONMENT ST ELIZABETH HOSPITAL PROPOSES THAT THE CITY OF BEAUMONT ABANDON THE RIGHT OF WAY FOR FOURTEENTH STREET BETWEEN CALDER AND McFADDEN'. THE REASONFOR THIS REQUEST IS TO ALLOW FOR THE CONSTRUCTION OF A NEW PARKING STRUCTURE TO REPLACE THE EXISTING PARKING STRUCTURE THAT IS CURRENTLY LOCATED ADJACENT TO THE HOSPITAL ALONG FOURTEENTH STREET. THIS EXISTING GARAGE IS IN DISREPAIR AND IS INADEQUATE IN SIZE TO ACCOMMODATE THE NUMBER OF PARKING SPACES CURRENTLY NEEDED FOR PATIENTS AND VISITORS, THE PROPOSED GARAGE WOULD BE LOCATED PARALLEL TO CALDER AND SET BACK WELL FROM CALDER AVENUE AS SHOWN ON THE ATTACHED DRAWING. THIS PROPOSED ABANDONMENT WOULD REQUIRE THE RELOCATION OF AN OVERHEAD ELECTRIC POWER 'LINE AND AN UNDERGROUND SANITARY SEWER LINE ( SIZE APPEARS TO BE 21" BUT NEEDS TO BE VERIFIED). ATTACHED TO THIS SUBMITTAL IS A SET OF CONCEPTUAL DESIGN DRAWINGS DATED 7 JULY 97. ALSO ATTACHED IS A BLUEPRINT WITH THE STREET PROPOSED FOR ABANDOMENT HIGHLIGHTED. THE PROPOSED BUILDING SETBACK ON 15TH STREET IS SHOWN TO BE 10'-0". THE SETBACK ON McFADDEN IS SHOWN TO BE 25'-0" AND FROM CALDER TO BE 86"-0". RONALD A.
