SUBJECT: Consider the request of Mark Whiteley and Associates, Engineers for abutting
property owners, to abandon portions of Bowie, Avenue "Y' and Fannin Streets.

National Concrete Products, Inc., owns much of the property abutting the Streets being
requested for abandonment. Other abutting owners are Entergy (Crockett Street Substation)
and a residential owner, Jose Pardo, et ux. All owners have requested the following
abandonments:
(1) Bowie Street from Avenue "C" to Avenue "D";
(2) Avenue "D" from Fannin Street north to its termination; and
(3) Fannin Street from Avenue "E' west to the Southern Pacific Railroad Company right-
of-way.
Fannin Street from Avenue "C" to Avenue "E" is not being requested for closure. None of
the street segments are paved, Tract #3 (Fannin as described) is not accessible to the public.
The primary user of the described street segments is the concrete company for the
manufacture and storage of concrete pipe. Mr. Pardo's house is located on Lot 7 and half of
Lot 8, Block 61, Van Wormer Addition, which fronts 1694 Fannin Street. The requested part
of Avenue "D" extends along Mr. Pardo's west property line. The concrete company has
been using this unpaved and unimproved right-of-way for many years, and wishes to fence
the property for plant safety and security.
Information regarding this request was sent to all interested City, County and utility company
departments for comment. The Planning Division has received no objections prior to the
printing of this report.
Abandonment of the streets as requested will not hamper traffic circulation in this
neighborhood. Neither Bowie nor Fannin extend west across the Southern Pacific Railroad
right-of-way at this point and Avenue "Y' dead -ends at the concrete company property just
north of Bowie. There are no water lines in the rights -of -way and the 6" sanitary sewer in
Bowie is to be abandoned according to S. A. Webb, Public Utilities Director.

Drainage is by shallow street side ditches and natural surface drainage. Whether or not any
utility easements are needed to serve the: drainage needs or other utility requirements is not
known at this point.

LEGAL DESCRIPTION FOR ORDINANCE PURPOSES
Being all of Bowie Street between the east right-of-way line of Avenue D and the west right-
of-way line of Avenue C, and being approximately 6 1. 11 feet in width and 300 feet in length,
containing 0.4208 acres, more or less.

Being all of Avenue D from the north right-of-way line of Fannin Street, north to it's
termination at property occupied by National Concrete Products, Inc., and being 60 feet in
width and approximately 360 feet in length along the centerline of Avenue D, containing
0.4958 acres, more or less.
TRACT 1H
Being all of Fannin Street from the west right-of-way line of Avenue E, west to the Southern
Pacific Railroad property, and being approximately 6 1.11 feet in width and approximately 140
feet in length along the centerline of Fannin Street, containing 0.1964 acres, more or less.
