Richardson, Planning Director SUBJECT: Consider the Preliminary Plat of Gladys West Addition, Section 4; 2.7 acres out of the H. Williams Survey, Beaumont, Jefferson County, Texas. FILE: Preliminary Plat -Gladys West, Section 4 STAFF REPORT The Nichols Company has submitted Section 4 of the Gladys " West single family subdivision being developed east of Major and north of the future Delaware Street. They are proposing 13 new lots fronting along Buttercup Drive, Section 4 contains a total of 2.7281 acres, including the street right-o,f-way. Copies of this plat were sent to all interested parties. The following conditions for approval were submitted: I A 10',wride general utility easement is required along the front of the lots along each side of Buttercup (Entergy); 2. The required permanent or temporary cul-de-sac at the end of Buttercup must be shown on the plat and properly marked with 3-OM-4P end -of -roadway markers (Traffic Engineer and City Engineer); 3. Correct size of storm sewer pipe between Lots 31 and 32 so that size of said pipe is the same on both the Preliminary Plat and the Drainage Plan and provide City Engineer with correct drainage calculations and computations (City Engineer). The consulting engineer has requested a waiver of the temporary cul-de-sac requirement. His letter states that a cul-de-sac is not necessary for a "turn -around". When the Planning Commission determines that there is a reasonable expectation that a dead- end street will be extended within 2 years, construction of a temporary cul-de-sac may be approved. The Planning Commission may waive temporary cul-de-sac requirements for dead- end streets when the street is less than 200 feet in length. The Traffic Engineer and City Engineer have requested that the required permanent or temporary cul-de-sac at the end of Buttercup be shown on the plat, The Traffic Engineer feels that because of the length of the street and the fact that the street curves sharply about 190 feet short of its dead-end, a cul-de-sac is required for safety. The City Engineer also voices concerns relative to the ability of large vehicles to turn around. The City Engineer has pointed out that the 18" storm sewer shown on the Preliminary Plat shown on the drainage plan as 24". John Holm of Fittz and Shipman said the sewer will probably be 24". In addition, some of the drainage calculations and computations need to be changed. This information has been relayed to Mr. Holm. Storm sewers will be extended from an easement in Section One. Drainage plans must be approved by the City Engineer. Water lines will be extended from existing 6" line in Buttercup. A 6" sanitary sewer lying in an easement between Lots 31 and 32, Block 4, will be extended to Buttercup. This line comes from Bluebonnet. Fire protection is provided by Station #9, 7010 Gladys Avenue. Services and utilities as proposed are adequate.
