Richardson, Planning Director SUBJECT: Consider a request to abandon the 20' wide alley in Block 11, McFaddin 2nd Addition. STAFF REPORT One of three abutting property owners has petitioned the City to close the alley. Rette Browning owns Lots 4-6 and 4 feet of Lot 3 which is the location of his residence, Stewart J. Moorman owns the E. 48.7 feet of Lot 2 where he operates the C & L Ice Company at First Street and Broadway. The L. M. Williams and Sons Funeral Home and the Medic -Aid EMS Company occupy Lots 7, 8, 9, 10 and 11 (1700 block of Calder) and the E. 46 feet of Lot 3 and the west 10 feet of Lot 2 (1700 block of Broadway). The majority owners of the block - L. M. Williams and Sons and C & L Ice Company - have submitted written protests to the closing of the alley. Both businesses use the improved and maintained alley for access to and from their places of business. There is a gagage apartment located behind (west) the ice company. The only access to this apartment is from the open alleyway. The applicant accesses his property from the alley as well. Mr. Browning states in his letter that he cannot park on the streets in front or on the side of his house located at the northeast corner of Broadway and Second Street because Broadway and Second Street are designated as no -parking tow -away zones, The Traffic Engineer says that there is one no -parking sign on Second St. adjacent to the funeral home. There are not any no -parking signs in the 1700 block of Broadway. Exhibits are attached. There is an 8" sanitary sewer located in the alley. An easement would be required if the alley is abandoned. Fire protection is from Station No. 7, 1730 McFaddin. Existing services and utilities are adequate. There is an underground Southwestern Bell Telephone Company cable buried along the alley.
