SUBJECT: Consider a request for a zone change from HI (Heavy Industrial) to RM-H
(Residential Multiple Family Dwelling -Highest Density) District.

STAFF REPORT
The applicant wishes to rezone the subject property in order to use the land for residential
purposes. This portion of Block 30 of Cartwright Terrace Addition is zoned HI and is vacant.
However, the properties to the east and south of this area are zoned RM-,H and are used for
single family residential purposes. The adjoining neighborhood appears to be stable.
The development of heavy industrial uses on the subject property would have a negative
impact on the surrounding residential neighborhood. The industrial property market and the
size of the subject property makes industrial development doubtful. The rezoning of the
property will allow the property owner to develop the property in a manner that will benefit
him and the surrounding neighborhood.

This letter is to request the zoning of the above referenced property be changed from earnmerdal—
(H) to Residential (RM-14). Enclosed is an applicatim for the Amendment of the Zoning Ordinance,
along with the appropriate application fee.
This area was once a heavy industrial area, but that is no longer the case. I acquired this property
one year ago not knowing it could not be used as a residence. Without the zoning change I cannot
develop this property for residential purposes, thus making the property of no use to me. Since
the area is no longer a heavy industrial area, the chances of finding a buyer who would want to
develop it commercially are slim.
