STAFF REPORT
This application for a specific use permit is in compliance with the eight conditions necessary
for approval.
Mr. Darryl Landers wishes to construct and operate a three bay coin operated carwash facility
on a vacant tract of land on the north side of Phelan Boulevard located 400 ft. east of
Matthews Road. A carwash is permitted with a specific use permit in the district,
The customer remains inside his vehicle during the entire wash cycle. The applicant states
that only about 10% of the customers will opt to vacuum their vehicles after the wash. This
observation is based on his prior knowledge and the applicant's current carwash business
experience.

We are hereby requesting a specific use permit to build a three bay touchless automatic carwash facility on
the property described on the attached site plan. The business is designed to operate 24 hours a day. The
customer will enter the property on the left side and circle around to the rear of the property. Here they
will pay for the wash service at one of three microprocessor controlled auto cashiers and then enter the
bay. The washing phase of the automobile will take place completely within the bay. This includes
undercarriage wash, tires, wash cycle, c1carcoat protectant cycle and spot free rinse cycle. At the end of
the wash the customer will exit through a blow dryer at which time they may exit or choose to vacuum
their vehicle.
We are experienced in the operation of this type of business and currently have an operation which is
situated next to a convenience store business and an oil change type of business. We have residential
property located on the property immediately behind this business. To our knowledge Ave have had no
complaints from anyone. We have put great thought into making the property an attractive, safe, and
relaxing place to get your automobile cleaned. We think our business will actually improve property
values by increasing traffic flows from incoming customer traffic which comes in fairly steady patterns.
Approximately 90% of our customers will not even leave their automobiles so Ave do not anticipate
congregating crowds or loud music from cars to bother neighbors. We have provided only two places for
anyone to stop and exit their cars and this would be by our two combination vacuum/fragrance machines
located on the front of the property, It has been our experience that the type of customers that utilize our
services are usually in a hurry and do not stop to vacuum their vehicles. In the event someone decides to
use this service our vacuums have been specially designed with quiet motors enabling someone to carry on
a conversation while standing right beside an operating machine.
Our lighting systems are designed and placed in such a way as to not disturb our neighbors.
We also have plans to reclaim the wash water. This significantly reduces the load on municipal waste
water facilities. it also makes for extremely efficient use of our water resources. The manufacturer of the
system we are looking at says we can reclaim approximately 90 % of the water returned to the pits.
In closing we feel that we would be offering the community a fast, environmentally safe, and efficient
means of cleaning their automobiles. Our prices fall between the self -serve do it yourself type operation,
which many older people may not be capable of doing, and the large tunnel automatics which charge
considerably more and require more time for a wash. Our operation appeals to practically anyone who
operates an automobile.
