Mr. Augustine Meza received a specific use permit to operate a one -chair barbershop out of his
home in an RCR district at 1511 Wall Street on October 24, 1995. He is requesting a 12-month
extension to complete the 6 ft. fence around his property. The fence was a condition of the
permit.

This is a request for an extension to build a 61 fence between
my barber shop, located at 1511 Wall Street, Beaumont, Texas, and
the domestic dwellings on the East and West sides of the shop.
Twelve (12) months should be a sufficient amount of time to
complete the fence. I have all the posts concreted in the ground,
the railing is finished on one side, but the opposite side still
needs railing as well as the boards to complete both sides of the
fence.
I recently had 16 teeth removed and had to be fitted for
dentures, in addition to a hernia operation during the same time
period. As you can see, these medical emergencies have put great
deal of strain on my bank account.

adversely affecting the general public or
adjacent developments;
5. That adequate nuisance prevention
measures have been or will be taken to
prevent or control offensive odor, fumes,
dust, noise and vibration;
O. That directional lighting will be
provided so as not to disturb or
adversely affect neighboring properties;
7. That there are sufficient landscaping and
screening to insure harmony and
compatibility with adjacent property; and
U. That the proposed use is in accordance
with the Comprehensive Plan.
(f) Additional Conditions: In authorizing a
Specific Use Permit, the city council may
impose additional reasonable conditions
necessary to protect the public interest and
welfare of the community.
(g) Time Limit; A Specific Use Permit issued
under this section shall be valid for a period

shall become null and void unless construction
or use is substantially underway during said
two-year period, or unless an extension of

The City Council on October 24, 1995, passed Ordinance number 95-64, granting you
a specific use permit to operate a one -chair barbershop inside your home on Wall Street.
You are subject to the conditions as, shown on the approved site plan which is made part
of the ordinance.
A copy is enclosed for your use and records. You may now apply for whatever
building permits you need at the building official's office in Room 205, City Hall.

ENTITLED AN ORDINANCE GRANTING A SPECIFIC USE
PERMIT TO, ALLOW A ONE -CHAIR BARBERSHOP TO BE
LOCATED WITHIN A RESIDENCE IN AN RCR
(RESIDENTIAL CONSERVATION AND REVITALIZATION)
DISTRICT, IN THE CITY OF BEAUMONT, JEFFERSON
COUNTY, TEXAS.
WHEREAS, the City Council for the City of Beaumont desires to issue a specific use
permit to Augustine R. Meza to allow a one -chair barbershop to be located within a
residence in an RCR (Residential Conservation and Revitalization) District at 1511 Wall
Street being described as the center 1/3 of Lots 89 and 90, Block 8, Blanchette First
Addition, containing 0.115 acres, more or less, in Beaumont, Jefferson County, Texas, as
shown on Exhibit "K attached hereto; and,
WHEREAS, the City Council is of the opinion that the issuance of such specific use
permit is in the best interest of the City of Beaumont and its citizens, subject to the
hereinafter described conditions,;

Section 1.
That all conditions necessary for issuance of a specific use permit have been met
and a specific use permit to allow a one -chair barbershop to be located with a residence
in an RCR (Residential Conservation and Revitalization) District, as described above,, as
shown on Exhibit "A" attached hereto, is hereby granted to Augustine R. Meza, his legal
representatives, successors and assigns for that certain tract described on Exhibit "A"
attached hereto and made a part hereof for all purposes, subject to the above conditions,
Section 2,
That the specific use permit herein granted is expressly issued for and in
accordance with each particular and detail of the site plan attached hereto as Exhibit "B"
and made a part hereof for all purposes.
Section 3.
Notwithstanding the site plan attached hereto, the use of the property hereinabove
described shall be in all other respects subject to all of the applicable, regulations
contained in Chapter 30 of the Code of Ordinances of Beaumont, Texas, as amended.
