SUBJECT: Consider a specific use permit to allow two accessory residential structures containing
quarters for servants and family members in an RS (Residential Single Family
Dwelling) District.

STAFF REPORT
The application is in compliance with the eight conditions necessary for approval of the
specific use permit.
Rodney and Tenna Anderson are in the process of building a new single family home in the
Blue Star Addition at 1080 Thomas Road. The property along Thomas is zoned RS, for
single family homes only.
Additional living quarters are allowed in the district with a specific use permit if the intended
residential use is for family members, servants or caretakers of the family living in the primary
residential structure.
If this application is approved, it is suggested that approval be conditioned upon the
guest/caretaker quarters not being used as rental property currently or in the future.

The area above the detached garage shown on the site plan will be used for
servants quarters only which is compatible with and not injurious to the
use and enjoyment of other property, nor significantly diminish or impair
property values within the immediate vicinity.
The servants quarters will not impede the normal and orderly development
and improvement of surrounding vacant property.
Adequate utilities, access roads, drainage and other necessary supporting
facilities have been or will . be provided.
The design, location and arrangement of all driveways and parking spaces
provides for the safe and convenient movement of: vehicular and pedestrian
traffic without adversely affecting the general public or adjacent
development.
Adequate nuisance prevention measures have been or will be taken to
prevent or control offensive odor, fumes, dust, noise and vibration.
Directional lighting will be provided so as not to disturb or adversely
affect neighboring properties.
There are sufficient landscaping and screening to insure harmony and
compatibility with adjacent property.
The proposed use is in accordance with the comprehensive plan.

ANALYSIS continued
This application for a specific use permit is in compliance with all eight conditions necessary
for approval. A comment on Condition No. I follows:
1. This is an area of estate sized homes situated on large lots and tracts, The Anderson's
tract is almost 1-1/2 acres. The property is heavily landscaped because this, is the site
of a previous home, since removed.
The pool house will be constructed at the rear of the house behind a proposed 16' x
40'swimming pool. There will be guest quarters in the pool house. The 5-cargarage
will be built 7-1/2' off the southeast part of the lot. There will be two apartments
with separate entrances located above the garage,
The Anderson's have seven children, four living at home and three in college. The
accessory apartments will be for some of their older children and for the use of any
paid house and grounds keepers.
These accessory residential uses will be compatible in this neighborhood and will not
diminish property values in the immediate vicinity.

Fire protection is from Station No, 4, Gladys
and Lucas.
