Dwelling) District or a more restrictive commercial district.

STAFF REPORT
Mrs. Lana Thompson is the daughter of Vincent J. Bruno, Sr. and is the Independent
Executrix of Mr. Bruno's estate. The family wishes to sell the residential property located
at the northwest comer of W. Lucas Drive and Folsom Drive. They feel that because of the
nearby existing developments along Lucas Drive, commercial zoning for the subject property
is proper at this time.
When the area was originally zoned RM-H (R-2) along Lucas in 1955, the City limits stopped
at Dowlen Road. The Eastex Freeway had not been completed and N. I I th was a 2-3 lane
street. Since that time the freeway has been constructed and followed by much commercial
and retail development along the Eastex Freeway. Commercial zoning and development has
expanded southward along the east side of Lucas to Arthur,
The Bruno property ties across the street (west and southwest) from Kwik Kar Oil and Lube,
a carwash under construction) Market Place convenience store, Munro's Cleaners, an
insurance company, and a strip shopping center. There are still two other residences fronting
the west side of Lucas, north of the subject tract. The remainder of the property on that side
of the street to the Eastex Freeway is commercially zoned and developed. Lots and tracts to
the west along Folsom are residentially developed.
Lucas and Folsom are arterial streets and signalized at the intersection. Folsom will be
widened from Crow to Dowlen and extended to Major in the years ahead. The Lucas
pavement has already been widened throughout its length and extended south across Phelan
Boulevard to Laurel Avenue.
The subject tract is currently zoned RM-H. Multi-famiily uses are permitted by right as well
as office uses with a specific use permit.
The Comprehensive Plan's land use element among other policies and goals is to allow
neighborhood convenience commercial development at the intersection of two major streets
or arterials.

This application was advertised for GC -MD or a more restrictive commercial district. The
zone change request was received on January 23, 1998. The City Council adopted Ordinance
No, 98-7 on February 3, 1998. This ordinance created two new districts: GC-T*M-2 and GC-
MD-3. The NC (Neighborhood Commercial) district is also an option to consider.

We are interested in selling this property commercial. All of the property across the
street on Lucas and down by the bank are commercial pieces. We believe that this
lot and the ones adjacent to it would make a good commercial area. The neighbors
on both side of us have also agreed that they would like to have their homes
commercial if possible.
