Richardson, Planning Director SUBJECT; Consider a request for a specific use permit to allow the construction and operation of a wholesale and retail paint business in a GC -MD (General Commercial -Multiple Family Dwelling) District. FILE: 1400-P STAFF REPORT This application is in compliance with seven of the eight conditions necessary for approval. This request is from Murphy Brothers Paint Company, Inc., Houston, Texas, Ed E. Murphy, Jr., President, The SIC classification is wholesale trade -nondurable goods. The company proposes to build a one-story 7,500 sq, ft, showroom and warehouse facility on the north side of College Street (U. S. Hwy. 90) located 127 ft. east of Dixie Drive. The tract, now owned by the Union Pacific Railroad Company, has dimensions of 125,62 ft. along College and a depth of 480 feet. A six foot wide landscape strip is required along the west 70 feet of the south property line. Either the site plan will need to be revised by shifting everything six feet north or a written request asking for a modification of the landscaping requirement will need to be submitted to and approved by the Planning Commission and City Council, Exhibits are attached. Paint Co., Inc. has been in the wholesale and retail paint business in Houston, Texas since 1949. Presently we are renting warehouse space in Beaumont, Texas but would like to construct our own 7,500 square foot showroom/ warehouse facility on the above -referenced property, should you approve our proposal. This facility will generate revenue as well as employment for the surrounding area. It will also be a great asset to service Beaumont with paint and supplies. Legal Description: Lot 80, College Acres Addition is the Legal Description of Property. Property has 125.62' frontage on College and 480" of depth. It is on the north side of College Street and approximately 127f east of Dixie Street. The east property line is shared with the Malone and Hyde facility. Comments on Conditions 1, 7 and 8 follow: The proposed wholesale paint company will be compatible in the general and immediate neighborhood. Located to the east is the large Malone and Hyde industrial warehouse complex at College and 23rd Street. Heavy commercial and other business establishments are located across College to the south. At the corner of Dixie and College is a auto repair garage and a used car lot. There is a printing company situated behind the auto garage and an engineering firm next to the printing company. There are some single family residences farther north along Dixie. Property 300 ft. north of the subject tract is zoned HI (Heavy Industrial), 7. The site plan does not show the required six foot wide landscape buffer along the west 70 feet of the south property line. The Texas Highway Department will not allow any of the required landscaping on College Street (U. S. Hwy. 90). Therefore, the site plan should be revised to allow for the landscaping, No request for modification from the applicant has been received. 8. College Street is a major arterial and an "Activity Corridor" which is well suited for wholesale distribution and warehousing activities.
