PLANNING COMMISSION
April 6, 1998

A Regular Meeting of the Planning Commission was held on April 6, 1998 with the following
members present:

APPROVAL OF THE NUNUTES
Commissioner Bundy made a motion to approve the minutes of the March 16, 1998 Joint
Public Hearings. Motion was seconded by Commissioner Hallmark. Motion to approve
carried 7:0.
REGULAR MEETING
1) Preliminary Plat -Pecan Place, Unit Three: Consider the Preliminary Plat of Pecan
Place, Unit Three; Lot 3, Block 3 and Lot 2, Block 4, H. Williams League; 4.569
acres.
Applicant: Fittz and Shipman for Nichols Company
Mr. Richardson told the Commission that the subject property is zoned RM-H and
will accommodate the townhouse development as in Sections 1 and 2 of the
subdivision.
This subdivision plat was sent to all interested parties and no objections were
received. Staff has yet to receive a response from Entergy.

Chairman Leister asked for the applicant's comments.
Don King of Fittz and Shipman, Inc., the applicant, addressed the Commission. He
said they would comply with any reasonable easement requests.
Commissioner LaBiche made a motion to approve the Preliminary Plat of Pecan
Place, Unit Three as requested. Commissioner Nisby seconded the motion. Motion
to approve carried 7:0.
2) Preliminary Plat -Cottontail Trail: Consider the Preliminary Plat of Cottontail Trail
Subdivision; Lots 1-4, H. Williams League; 6.8 acres.
Applicant: Mark Whiteley and Associates for Munro and Jenkins
Mr. Richardson told the Commission that this new subdivision will be served by a
350' long cul-de-sac which will extend west from Wellington. The largest lot is 1.9
acres and the smallest is 1.4 acres.
The plat was distributed to all interested parties. One objection addressing the
proposed layout was received. The developer is proposing that the alignment of
Cottontail Trail follow an existing roadway into the property. The north right-of-way
line of Cottontail Trail lines up with the south right-of-way line of Sheridan Oaks.
The Traffic Engineer voiced concerns over the potential safety hazard of this offset.
The subdivision regulations state that offsets in street alignment shall be avoided.
Street intersections should line up with each other or be offset by at least 150 feet.
The applicant has requested in writing, a variance to this requirement.
The subdivision plat meets all of the other city requirements.
Chairman Leister asked for the applicant's comments.
Don Rao of Mark Whiteley and Associates, Inc. addressed the Commission on behalf
of Bill Munro and Mike Jenkins.
Commissioner Bundy made a motion to approve the Preliminary Plat of Cottontail
Trail Subdivision with the variance allowing the street offset as requested.
Commissioner Hallmark seconded the motion. Motion to approve carried 7:0.
