(Residential Multiple Family Dwelling -Highest Density) or RM-M (Residential
Multiple Family Dwelling -Medium Density) District.

STAFF REPORT
Mr. Kemon Neal wishes to purchase the south half of a tract fronting Tolivar Road. The
north half of the tract contains a single family residence at 8015 State Highway 105. The
applicant desires to construct a four -unit apartment on the land and needs multiple family
zoning to do so.
Land uses to the north, west, east and south are single family or vacant. This area was
annexed into the City in 1957 and zoned R-lA (single family residential) in 1964. This
classification became RS with the adoption of the 1981 Zoning Ordinance. Property to the
east is zoned RM-H. That property was rezoned to multiple family uses in 1978. The
minutes of that rezoning shown that the purpose of the zoning was to allow the building
of 22 townhouses. The townhouses were never built. A dentist's office is located in the
northeast corner of that tract, fronting on Hwy. 105. The property to the south of the
subject tract is Pine Glen Addition, a single family subdivision now under development.
The most recent development in this area has been single family residential.

This letter is a request asking for a change of zoning on a property, which information was enclosed with this letter.
It is currently zoned as a single family residential area, but I am requesting that it be changed to a multiple family
residential area. I have submitted this request due to the fact that I am planning to construct a fourplex
(four family unit).
