Barrington Heights, Phase 11 consists of a 10.365 acre tract of land out of the H. Williams
Survey, Ab,-56. Phase 11 includes Lots 18-20, Block I and Lots 1-34, Block 3. The lot
widths vary from 65-95 feet. Most of the lots are 120 feet deep.
Carroll and Blackman, consulting engineers, represent the Talisman Development
Corporation for this second phase of Barrington Heights. A revised conceptual master plan
has been submitted to the City and shows future phases of single family development
extending to Delaware.
In Phase II, Barrington Avenue will intersect with Claybourn Drive. Claybourn will be
developed to the west and eventually connect to a planned collector which will run south and
intersect with the proposed Delaware Street extension west of Dowlen. Two cul-de-sacs,
Charleston and Whittaker, extend south from Claybourn.
The plat shows Claybourn as a dead-end on its westward terminus. The subdivision
regulations require a permanent or a temporary cul-de-sac at the end of this street. The
developer requests a waiver or variance on the cul-de-sac for Claybourn because the next
phase of the addition will or should be underway in less than two years.
The deed restrictions require that each property owner construct 4' wide sidewalks along all
streets according to specific guidelines.
This property is now zoned A-R which requires one acre residential lots. The applicants are
now preparing a zone change request to include, the proposed addition and perhaps more A-R.
land under the present control of the Talisman group,
If this preliminary plat is approved as submitted, it should be approved subject to the
developer applying for and receiving a zone change from A-R to RS,. A waiver of the
temporary cul-de-sac requirement will also need to be granted.

Transmitted herewith in regard to the above referenced are the following:
1) 30 prints of the preliminary plat for Phase 11 of Barrington Heights
2) $300.00 application fee
This preliminary plat for the above referenced development consists of,,3K'7
lots designated for single family residences. All utilities and improvements
will be provided by the developer and constructed to current City standards,
Phase 11 will impose the same basic restrictions adopted by the previous
phase which was completed in the fall of 1996.
Drainage will be discharged via underground storm sewers to a proposed
temporary outfall ditch to be constructed as a part of this development. This
ditch will tie in: with the existing Dowlen Road system until such time as
drainage provisions are made for future phases of the Barrington
development. At that time, the existing storm sewer for this phase will be tied
into a central drainage system proposed along the future north/south
collector street. We have had several meetings with the Engineering
department regarding this matter and have submitted a tentative masterplan
of the future street layout to illustrate the proposed temporary drainage route,
in relation to the general area. We are looking at some options for the
remainder of the property and hope to have something moving on this in the
near future. We have also completed our drainage calculations on Phase 11
and will submit copies of the drainage plan for this 10 acre tract in the next
day or so.

As a part of Phase 11, Barrington Avenue, the existing collector street, will be extended and
tee at Claybourn Dive which will also be collector width. The developer plans to tie a
collector through Barrington to the proposed extension of Delaware Street in the future.
We trust that this development plan will meet with the Planning Commission's favorable
approval at the upcoming meeting scheduled for Juine 1st. During your review, if you or

2) 1 reduced letter sized copy of the preliminary plat as

3) 3 prints of the conceptual plan for the remaining 45 acres
This drainage plan is designed to accommodate storm runoff from Phase 11
only as stipulated by letter dated April 201" from' the Public Works
Department (copy attached). The developer plans to excavate the open ditch
and tie the proposed 42" to the Dowlen system in advance of the subdivision
improvements. We will be submitting a plan for the work proposed within the
Dowlen right-of-way very soon.
Also, with regard to the end of Claybourn Drive as proposed, the developer
requests consideration by the Planning Commission to grant a waiver or
variance requiring a temporary turnaround to be constructed at this location.
With just a few of the 30 lots remaining in Phase 1, the developer anticipates
Phase 11 to be built out certainly within two years and will be planning
additional Phases and improvements well in advance of this demand. The
proposed end of Claybourn is 30 feet over the length (200 feet) designated
by the Subdivision Ordinance for dead end streets. Given the additional
width the this street (37') and the probability that it will be extended some
time next year, we would ask that the Commission consider this matter and
the expense associated with hot only constructing the turnaround but later
removing it and installing curbing through this section. Another option might
be to shorten the length of the street if this would be, agreeable as conditions
of the waiver.

Dear Mr. Pattie:
Thank, you for meeting with me to discuss the proposal for a temporary drainage system to serve
Phase 11 of Barrington Heights Development. A review of the tcniporcIry drainage plan has been
completed by the Public Works Department.
Based on information provided in our meeting of April 9 and your letter of April 13, 1998, the
temporary drainage plan is approved with the following stipulations:
0 The temporary drainage system will serve only Phase II of the proposed
development. Upon completion of the drainage plan for the remainder
of the development, runoff from Phase 11 will be diverted to the
permanent drainage system.
0 The amount of runoff into the, existing storm sewer inlet on Dowlen
Road will not exceed 45efs.
0 The proposed channel will extend to the Dowlen Road right-of-way
line. The forty-two (42) inch pipe will then extend from the right-of-
way line to the existing storm sewer inlet.

SANITARY SEWER SERVICE: An existing 12" sanitary sewer will be
extended south from an easement to serve all
lots with sewers graduating from 12", 1011, 811
to 4".
FIRE PROTECTION: Fire protection is provided by Station #4,
Gladys at West Lucas, Station No, 9, 7010
