PLANNING COMMISSION

A Regular Meeting of the Planning Commission was held on June 1, 1998 with the following

APPROVAL OF THE MINUTES
Commissioner Bundy made a motion to approve the minutes of the May 18, 1998 Joint Public
Hearings. Motion was seconded by Commissioner Hallmark. Motion to approve carried
6:0.
REGULAR MEETING
1) Preliminary Plat -Barrington Heights Subdivision, Phase II. Consider the Preliminary
PIat of Barrington Heights Subdivision, Phase II; Lots 18-20, Block 1 and Lots 1-34,
Block 3; 10.365 acres, H. Williams Survey.
Applicant: Carroll and Blackman, Inc.
Mr. Duren reminded the Commission that the first phase of Barrington Heights was
approved about two years ago. Construction on Phase I is almost completed.
Phase II of Barrington Heights is just over 10 acres and consists of 37 single family
lots. Most of the lots are 120 feet deep with widths of 65-95 feet. There are three
new streets, Claybourn Drive which runs east and west and will tie into the extension
of Barrington Avenue which runs north and south. Two cul-de-sacs, Charleston and
Whittaker, extend south from Claybourn. According to regulations, there should be

a permanent cul-de-sac on Claybourn or the applicant needs to request a waiver and
instead substitute a temporary turnaround. The developers are requesting a waiver
or a variance of the cul-de-sac.
This property is currently zoned A-R. (Agricultural -Residential) which requires one
acre residential lots. After the staff report was prepared, the Planning Division
received a request for rezoning to RS (Residential Single Family Dwelling) and that
will be on the July Joint Public Hearing agenda, Previously, part of the original
section of Barrington Heights was also zoned AR and was rezoned to RS.
Vice -Chairman Provo asked for the applicant's comments.
Joe Pattie of Carroll and Blackman, Inc., the applicant, addressed the Commission
and answered questions. Mr. Pattie did say that the smallest lot width would be 70
feet instead of 65 feet.
Commissioner Lucas made a motion to approve the Preliminary Plat of Barrington
Heights, Phase II as requested, subject to a waiver of the temporary cul-de-sac.
Commissioner Bundy amended the motion to include approval subject to the zone
change to RS. Motion to approve carried 6:0.
