FILE: 1413-Z STAFF REPORT Mr. Dal Sasso owns a 236 acre tract of undeveloped property lying east of the Eastex Freeway between Tram Road on the north and the Texas Department of Transportation (TxDot) on the south. The property he owns extends east to the Santa Fe Railroad right- of-way which runs parallel to Sherwood Drive. He is requesting that a 22.42 acre 407 foot wide strip extending south from the Freeway Baptist Church at Tram Road to a cleared tract lying next to the TxDoT be changed from RS to GC -MD. The Proposal abuts the highway service road for 2,446.44 feet. This area of north Beaumont was annexed in 1957 and originally zoned in 1964. The RS property was zoned for single family use in 1964. The Eastex Freeway is a primary highway and is designated in the Comprehensive Plan as an "Activity Corridor", This corridor extends approximately 500 feet in depth along each side of the highway for its entire length. Acorridor is defined as an area which... "may include highway commercial and open display retailing, wholesale distributing and warehousing operations, restricted light industry, business offices, hotels and motels, and higher density residential development." Existing land uses in the area include institutional, industrial, state government and commercial. Exhibits are attached. As the northerly end of Beaumont is expanding and developing around the TxDOT District headquarters, it has become apparent the existing R-S zoning along Highway 96 is not appropriate. The properties in the area now lend themselves to excellent commercial usage as provided by GC -MD zone designation. This commercial usage is currently being highlighted by the TxDOT district offices expansion and the golf driving range improvements. it also should be noted that the residential (R-S) zoning is a carry over from the 1959 City annexation of these properties.
