Richardson, Planning Director SUBJECT: Request for a zone change from RS (Residential Single Family Dwelling) to GC - MD (General Commercial -Multiple Family Dwelling) District or a more restrictive commercial district. F.ULE: 1411 -Z STAFF REPORT The 4/10 acre tract at the northwest corner of Washington Boulevard and Major Drive is the remnant left after 0.268 acres was taken as new right-of-way for the FM 364 widening project. The owners, two brothers and a sister, live in California and wish to sell the property as commercial. The southwest corner of the intersection is zoned GC -MD. The other three corners are zoned RS and are vacant. The commercial corner is developed with a carwash and a closed convenience store. To the north of the subject property is a DDA ditch and to the north of the ditch is the site of a new City fire station. Although the applicant has requested GC -MD, other applicable commercial districts include GC-MD-2, GC-MD-3 and NC. South Major Drive and Washington Boulevard are major arterials according to the Major Street and Highway Plan (MSHP). Exhibits are attached. STREETS: The intersection of Washington Boulevard and S. Major Drive (FM 364) is now being reconstructed and widened with additional lanes and curb and gutters at the intersection. The right-of-way and pavement widths vary. Each street is a major arterial according to the Major Street and Highway Plan. GENERAL INFORMATION/PuBLIc UT]ILITIES continued DRAINAGE: DD#6 owns a 60' wide drainage ditch which runs along the north boundary line of the subject tract. This ditch is known as Janes Gully. It crosses Major Drive in a east to southeasterly direction. WATER: SANITARY SEWER SERVICE: FIRE PROTECTION: ADEQUACY OF SERVICE: There are 3"' and 6" water lines in Major Drive and a 16" main in Washington Boulevard. There is an 8" sewer in Major Drive and a 27" in Washington Boulevard. Fire protection is provided by Station #6, Amelia. Services are adequate.
