A Regular Meeting of the Historic Landmark Commission was held on March 14, 2022 and
called to order at 3:33 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Makin moved to approve the minutes of the Regular Meeting held on
February 14, 2022. Commissioner Sigee seconded the motion. The motion to approve carried
9:0.
REGULAR MEETING
1) PZ2021-431: A request for a Certificate of Demolition to demolish a house.
Applicant: City of Beaumont
Location: 2019 Pecos Street
Mrs. Engman presented the staff report. This item was tabled at the January 10, 2022
HLC meeting.

Boyd Meier, Building Official, requests a Certificate of Demolition for the house located at
2019 Pecos Street. According to the inspection report, this structure was originally tagged
on September 16, 2021. The structure has mold throughout and the floor is rotting in many
places. The roof would need to be replaced due to the deep hole in the middle of it,
including the rotted eaves and soffit. The owner has signed a demolition consent form and
does not owe taxes.
Based on the extensive repairs needed for this structure, the Building Codes Staff is
recommending a raze order.
The structure is not listed in the SPARE survey.
Staff recommended approval of the request.
Slides of the subject property and damage were shown.
Vice Chairman LaBiche asked who owned the property and Mrs. Engman replied that the
owners are Gulf Coast Electric.
Commissioner Makin asked how long the property had been vacant and Ms. Wood replied
that she did not have the exact information, but that it had been vacant for many years.
Vice Chairman LaBiche asked about why taxpayer dollars would be used for the
demolition when it is owned by an established well known company. Ms. Wood replied
that the company that owns the property is a taxpayer as well and that the City does not
discriminate based on need for City demolition service.
Commissioner Berube asked about a lien being placed on the home and Ms. Wood replied
that the City does not place liens on commercial property. She added that the demolition
would be funded by both grant and general City funds.
Discussion followed to clarify that if the Commission were to deny the request, it would
then go to City Council for a final decision.
Commissioner Sigee moved to approve the request for a Certificate of Demolition to demolish a
house, for the property at 2019 Pecos Street, as requested in file PZ2021-431. Commissioner
Makin seconded the motion. The motion to approve the request carried 5:4 (Bell, Berube,
Crawford, Templeton).
2) PZ2021-448: A request for a Certificate of Demolition to demolish a house.
Applicant: City of Beaumont
Location: 2169 South Street
Mrs. Engman presented the staff report. This item was tabled at the January 10, 2022
HLC meeting.

Boyd Meier, Building Official, requests a Certificate of Demolition for the house located at
2169 South Street. According to the inspection report, this structure was originally tagged
on September 30, 2020. The structure is unsecure. The exterior of the home requires the
siding and window sills to be replaced as they are rotted. The interior damage includes
sagging floors, collapsed ceiling, termite damage to structural beams, and exposed
electrical wires throughout the structure. The owner owes $3,509.94 in taxes.
Based on the extensive repairs needed for this structure the Building Codes Staff is
recommending a raze order.
The house is listed in the 1990 SPARE Beaumont Survey. SPARE states the house was
built c. 1913. The property was listed as an example of middle class housing built in
Beaumont after the first Spindletop boom.
Staff recommended approval of the request.
Slides of the subject property were shown.
Notices were mailed to property owners within two hundred (200) feet of the subject property.
Two (2) responses were received in favor and zero were received in opposition of the demolition.
Commissioner Templeton asked about the owner of the property and attempts to contact them.
Ms. Wood replied that the owner had passed away and that contact with other relatives had been
unsuccessful. Commissioner Sigee asked about the cost of demolition and Ms. Wood replied
that demolition usually runs around $3,000 to $4,000.
Commissioner Sigee moved to approve the request for a Certificate of Demolition to demolish a
house, for the property at 2169 South Street, as requested in file PZ2022-448. Commissioner
Bell seconded the motion. The motion to approve the request carried 10:0.
Brief discussion followed concerning demolitions in the district, including coordinating with the
county.
3) PZ2022-70: A request for a Certificate of Demolition to demolish a house and a
Certificate of Appropriateness for a new construction
Applicant: JW Turner Construction, Ltd. for Barbara Banks
Location: 2210 Laurel Street
Mrs. Engman presented the staff report. JW Turner Construction, Ltd. has requested a
Certificate of Demolition to demolish the existing structure located at 2210 Laurel St. The
existing structure received substantial damage from the past hurricane events. Additionally, the
applicant requests a Certificate of Appropriateness for a new construction that will be completed
under the Texas General Land Office (GLO) Harvey Program.
The proposed home will be approximately 1,400 square feet in size. The construction methods
employed would dictate that the house is to be constructed with a pier and beam foundation with

wood lattice, stucco walls and windows will be six (6) over one (1) in appearance. The roof will
have a 1’ overhang with the pitch rising six (6) inches each twelve (12) inches horizontal
distance. Additionally, the roof will be 30 year architectural shingles and brown in color.
Lastly, the porch column is to be a tapered craftsman style column. The front door will be a
craftsman style door with a half light. The exterior body paint is to be Sherwin Williams
Birdseye Maple and the trim is to be Sherwin Williams Roycroft Brass.
The house is listed in the 1990 SPARE Beaumont Survey. SPARE states the house was built c.
1915. The property was listed as an example of middle class housing built in Beaumont after the

The applicant was present. Karl Gassen, representing JWTC JW Turner Construction, 14215
Mary Jane Lane, Tomball, TX addressed the Commission. He stated that this was a project with
the Texas General Land Office for Barbara Banks.
Commissioner Berube stated that homes in the district were known for their porches and that this
proposed home did not have much of a porch. Mr. Gassen stated that adding a porch would
require approval from the GLO.
Discussed followed concerning the square footage of the current and proposed homes and the
possibility of adding a condition for a porch to the request.
Commissioner Makin asked if adding a condition would cause a delay in the project and Mr.
Gassen confirmed that requesting approval from the GLO would cause a delay.
Commissioner Sigee stated that he did not want to delay someone having a home built due to an
arbitrary decision.
Discussion followed concerning the handling of GLO cases in the future.
Commissioner Sigee moved to approve the request for a Certificate of Demolition to demolish a
house and a Certificate of Appropriateness for a new construction, for the property at 2210
Laurel Street, as requested in file PZ2022-70. Commissioner Goodness seconded the motion.
The motion to approve the request carried 10:0.
4) PZ2022-71: A request for a Certificate of Demolition to demolish a house and a
Certificate of Appropriateness for a new construction.
Applicant: RM Quality Construction LLC for Thomas Vivrett
Location: 2653 Liberty Ave
Mrs. Engman presented the staff report. RM Quality Construction LLC has requested a
Certificate of Demolition to demolish the existing structure located at 2653 Liberty Ave. The

existing structure received substantial damage from the past hurricane events. Additionally, the
applicant requests a Certificate of Appropriateness for a new construction that will be completed
under the Texas General Land Office (GLO) Harvey Program.
The proposed home will be approximately 1,357 square feet in size. The construction methods
employed would dictate that the house is to be constructed with a pier and beam foundation,
horizontal 6 ¼ inch HardiPlank siding, and windows will be eight (8) over eight (8) in
appearance. The roof pitch will rise six (6) inches every twelve (12) inches horizontal distance
and the roof will be thirty (30) year architectural shingles and black in color. The front door will
be a six (6) light paneled door. Lastly, the porch column is to be a tapered craftsman style
column. The exterior body paint is to be SW6164 Svelt Sage, the trim is to be SW7004
Snowbound and the doors and shutters are to be SW6307 Fine Wine.
The house is not listed in the SPARE Beaumont Survey.
Staff recommended approval of this request with the following condition:
1. Roof overhang shall be 12”
Slides of the subject property, elevation drawing and requested colors were shown.
The applicant was present. Nick Sobrino, representing RM Quality Construction LLC, PO Box
813, Conroe TX, addressed the Commission. He stated that this was a project with the Texas
General Land Office and discussed the GLO process. He added that the homeowner selected the
plan with the largest square footage available. Mr. Sobrino stated that the windows will be eight
(8) over eight (8) and that he wants to complete the project properly. Finally, he requested
approval from the Commission.
Commissioner Makin moved to approve the request for a Certificate of Demolition to demolish a
house and a Certificate of Appropriateness for a new construction, for the property at 2653
Liberty Ave with the following condition: 1. Roof overhang shall be 12”, as requested in file
PZ2022-71. Commissioner Avery seconded the motion. The motion to approve the request
carried 10:0.
5) PZ2022-75: A request for a Certificate of Demolition to demolish a house.
Applicant: City of Beaumont
Location: 2254 Liberty Ave
Mrs. Engman presented the staff report. Boyd Meier, Building Official, requests a Certificate of
Demolition for the house located at 2254 Liberty Ave. According to the inspection report, this
structure was originally tagged on February 10, 2021. The exterior of the home requires the
siding and soffits to be replaced as they are deteriorating. The structure is secure; however, there
are exposed electrical wires.
The owner signed up for the work program allowing one hundred fifty (150) days to make
necessary repairs to bring the structure into compliance with current codes, however, the only

work ever completed was a few windows being replaced. Lastly, the owner owes $60,251 in
taxes.
Based on the extensive repairs needed for this structure, the Building Codes Staff is
recommending a raze order.
The house is not listed in the SPARE Beaumont Survey.
Staff recommended approval of this request.
Slides of the subject property were shown.
Ms. Wood gave a brief history of the property and stated that the back taxes had been caught up
and a new owner is attempting to rehabilitate the home.
Discussion followed about the windows being replaced without a permit.
The homeowner was present. Andres Rodriguez, 11 Ruth Street, addressed the Commission. He
stated that he is repairing the home and needs about three (3) to four (4) months to complete
repairs. In response to questions from the Commission, he stated that the home will be a rental
property.
Commissioner Sigee and Commissioner Berube pointed out that there had been extensions
granted on this property already. Mr. Rodriguez ensured that he will be able to complete the job
in the time allowed. He added that he will remove the windows that were added without
approval.
Discussion followed concerning additional extensions and the preference of the Commission to
prevent demolition if possible.
Commissioner Sigee moved to deny the request for a Certificate of Demolition to demolish a
house, for the property at 2254 Liberty, as requested in file PZ2022-75. Commissioner Makin
seconded the motion. The motion to deny the request carried 10:0.
Brief discussion followed concerning the demolition process.
HISTORIC DISTRICT CODE ENFORCEMENT REPORT
Officer Randle presented the Historic District Code Enforcement Report, including information
about current violations, inspections, Certificates of Appropriateness and stop work orders.
