STAFF REPORT
The Little Development Company (W. T. "Bill" Little) will develop a 10 acre tract in west
Beaumont north of Delaware as a single family residential subdivision consisting of 19
individual lots, Phase One will include Lots 1 and 2. Block I and Lots 1-7, Block 2. Phase
Two will consist of Lots 3-7, Block I and Lots 8-12, Block 2. Phase One will be developed
first. All of the north -south Northchase Avenue will be dedicated in the final plat for Phase
One when it is submitted.
Oakmont Drive and Northchase Avenue will be residential streets. However, a portion of
Oakmont and all of Northchase will be developed with a 5 5' right-of-way and a 3 2' pavement
instead of the usual 50" right-of-way and a 27pavement. This will enable an extension of a
street north and then west into an 80 acre tract presently owned by Amoco Production
Company, The vacant 80 acres lies just west of the subject 10 acre tract. Future subdivision
development on the 8,0 acres will, by necessity, include a new collector street (60' right-of-
way and 37pavement) connecting to Delaware Street at some point. The City and Mr. Little
have agreed to the 55'right-of-way and 32'pavement for Northchase Avenue.
The developer requests a waiver or variance on the cul-de-sac required for a dead-end street
for Northchase in Phase One because the length of pavement in this phase is only 160 feet in
length. The developer is bound by a written agreement to complete the street in its entirety
within three years. Staff has a copy of said agreement.
The proposed street and lot layout meets and exceeds the requirements of the subdivision
ordinance and is in compliance with our Zoning Ordinance and with the City's Comprehensive
Plan regarding residential development in "Neighborhood Growth Units".
Staff received no objections to the subdivision from those interested parties contacted.

Transmitted herewith in regard to the above referenced are the following:
1) 30 prints of the preliminary plat for the above referenced project
2) $300.00 application fee (check no. 1745)
3) 5 prints of the subdivision drainage plan
4) 1 photo reduction (8Y2X 11) of the plat for your use
The preliminary plat forthe above referenced development consists of a total
of 19 lots designated for single family residences. The developer proposes
to construct Section One of Bellechase West in two phases as illustrated on
the plat. Phase One will be comprised of Lots 1-2, Block 1 and Lots 1-7',
Block 2 and will include the extension and transition of Oakmont Drive west
to cross connect with a north/south street, Northchase Avenue, which will
terminate 160 feet north of the Oakmont extension. As this run of pavement
will be less than 200 feet, the developer requests a waiver of requirement for
a temporary cul-de-sac at the end of Phase One. Both Phase One and Two
will include extension of all utilities andl improvements constructed to City
standards. As a part of Phase One, the street right-of-way for the future
extension of Northchase will be dedicated to the, City per an existing
agreement dated 3/23/98 between the developer and Oakmont Development
Corporation. This agreement states thatthe developer will: be responsible for
construction of the remaining pavement for Northchase within a given period
of time.

Drainage for both phases will be discharged via underground storm sewers to a 48" pipe
currently under construction that extends, from the northeast corner of the property
approximately 750 feet to ditch no. 126, a DD6 maintained channel. The attached drainage
plan was previously submitted to the City Engineer as a part of our construction plans for
the 48" storm sewer. We anticipate completion of construction on this storm, outfall by the
first of next week, however, a request for acceptance by the City will not be made until
Phase One of the project is completed. With approval of the preliminary plat we anticipate
construction to begin on Phase One in early August.
We trust that this development plan will meet with the Planning Commission's favorable
approval at the upcomingmeeting scheduled for July 6th. During your review, if you or

extend north from Oakmont to the north
boundary of the 10 acre tract. Westchase
Circle a "double" cul-de-sac will cross
Northchase east to west and will access the 10
lots in Phase Two.

Drainage plans have been submitted to the
City Engineer and to DD#6 for approval. The
subdivision will have storm sewers which will
empty into a 48" storm sewer and easement
already under construction. This storm sewer
extends north to flow into the Briarcreek
Outfall ditch, a DD#6 ditch (See applicant's
letter for more drainage information.)
An 8" water line in Shadowbend will be
extended west in Oakmont and north in
Northchase Avenue as 8" and 2" lines to serve
all lots.
An 8" sanitary sewer in Oakmont will be
extended west and north as 8" and 4" sewers
to, serve all lots.
Fire protection is provided by Station #4,
Gladys at West Lucas and Station No. 9, 7010
Gladys.
Proposed and existing services, drainage and
utilities are adequate to serve the proposed
subdivision lots,
