STAFF REPORT
In March, 1998, Quality Care Sitter Service Private Duty Licensed Home Health, Inc. was
granted a specific use permit to allow its administrative offices to be located at 2325-35
Liberty Avenue. The specific use permit was granted subject to no parking allowed in the
driveway on the east side of the property and with a modification to the landscaping
requirements that eliminated the 10' wide planted buffer along the west, south and east
sides of the property. An 8' tall wood screening fence, as required, was shown on the
south and west sides of the property.
Nancy Carlisle, owner, is now requesting an amendment to the specific use permit that
would permit a 6' tall wood screening fence. Ms. Carlisle feels that a six foot fence will
be more compatible with surrounding properties and would do more to enhance the
aesthetic qualities of the Oaks Historic District.

;-4 Quality Care Sitter Service & Private Duty Licensed Home Health has
met City of Beaumont Zoning and Planning Commissions ordinances and
specific 'f permit use conditions, as well as the Residential and Revitalization
Districts regulations. (see exhibit A) We are requesting a variance to the
fencing regulations in regards to reducing the height of the wooden fence to a
proposed six foot level. We are proposing a six-foot fence to cover the East
side of lot 6 and the North end of lot 5, with a landscaped perimeter across the
existing five-foot hurricane fence on the Southeast side of lot 5 and the South
end of lot 6. ( see exhibit B)
This modification of the fencing regulations from an eight -foot fence
to a six-foot fence will not only be compatible with the use and enjoyment of
other properties, but it will also enhance the aesthetic qualities of the historic
Oaks District by allowing clear visage of the property and surrounding homes
and businesses. We feel the proposed eight -foot fence will be disruptive and
inconvenient for vehicular and pedestrian traffic through our area; as no other
business or residences have fencing of this height within the historical district.
By allowing our administrative offices to conform to the established fencing
heights prevalent in the Oaks Historic District, the improvements to our
property will enhance and preserve the uncluttered beauty of the indigenous
landscape this area is so well-known for, and the ecological factors are
beneficial to the City as a whole. We know our efforts will be found sufficient
in creating harmony and compatibility with adjacent properties and future
developments planned for a Conservation and Revitalization District.
We pray the Honorable City Council members will favorably respond
to our request for variance on the fencing regulations and allow our company
to help in the revitalization of a very important neighborhood in our city.
