Richardson, Planning Director SUBJECT: Request of the Port of Beaumont to abandon Herring Street between Buford Street and Stewart Street and the alleys in Blocks 4 and 7, Neches River Park Addition. STAFF REPORT The Port of Beaumont Navigation District is requesting abandonment of a 300' length of Herring Street between Buford and Stewart and the 20'x 300' alleys lying in Blocks 4 and 7, Neches River Park Addition. The two blocks flank the 1500 block of Herring on the east and west and are totally owned by the Port Authority. The 1400 block of Herring north of Buford to Finis, Street was abandoned by the City in 1988. Parts of Finis and the alleys in Blocks 3 and 8, said addition have also been abandoned. These abandonments are to consolidate Port of Beaumont property for future development and to secure Port property, Land to the east, west and north of Blocks 4 and 7 is all owned by the Port. All structures have been removed from Blocks 4 and 7 and the land is awaiting development by the Port. If these abandonments are approved, it should be approved subject to the retention of a drainage/utility easement in Herring and the relocation of the sanitary sewers at the applicant's expense. LEGAL DESCRIPTION FOR ORDINANCE PURPOSES Tract One: Being the 1500 block of Herring Street an 80'wide street right-of-way extending south from the south right-of-way line of Buford Street 300' to the north right-of-way line of Stewart Street, said Herring Street abutting Lots I through 12, Block 4, Neches River Park Addition on the west and abutting Lots 13 through 24 on the cast, said 80'x 300" length of street containing 0,5509 acres, more or less. Tract Two: Being the 20' x 300' alleyway lying in Block 4 of the Neches River Park Addition, said alley extending south from the south right-o,f-way line of Buford Street 300' to the north right-of-way line of Stewart Street, containing 0.1377 acres, more or less; Tract Three: Being the 20'x 300' alley way lying in Block 7 of the Neches River Park Addition, said alley extending south from the south right-of-way line of Buford Street 300' to the north right-of-way line of Stewart Street, containing 0.1377 acres, more or less; SAID above described Tracts One, Two and Three contain a total of 0.826 acres of land, more or less. Herring Street, an 80'right-of-way with an 18' concrete pavement with curb and gutters. Apparently there is a storm sewer located somewhere in, on or across Herring Street. The exact specifications of the sewer and its location is yet to be determined. WATER: There is a 2" water line in Herring, GENERAL INFORMATION/PUBLIC UTILITIES continued SANITARY SEWER SERVICE: FIRE PROTECTION: ADEQUACY OF SERVICE: There is a 6" sanitary sewer in the alley in Block 7 and a 6" sanitary sewer in Herring. Fire protection is from Station No. 11, 218,5 Sabine Pass (station is to be relocated). Existing services are adequate. The existing 6" sanitary sewer in Block 7, Neches River Park Addition and the 6" sanitary sewer in Herring Street will have to be relocated west to the 6" sewer in Verone Street at a cost of $7,000 according to the Water Utilities Director. The Port has plans for a building across Block 7. The City Engineer states that the abandonment of Herring Street will be subject to the retention of an easement for the storm sewer.
