from August 3, 1998.)

STAFF REPORT
A public hearing held by the Planning Commission is required because the replat involves
property zoned for single family uses. Property owners in the Calder Highlands Extension
Addition within 200 feet were notified by mail 15 days prior to this hearing. A newspaper
notice was also published.
The developer Steven Brown wishes to replat the above 22 lots into Lots 1-5, Block I and
Lots 1-6, Block 2, Brownstone, a four acre single family subdivision. The existing Taft Street
60' wide right-of-way (undeveloped) will be reduced to a 50 foot right-of-way and will be
constructed with a 27 foot wide pavement.
A future private subdivision, Brownstone Estates, will be developed to the southwest on a
10-1/2 acre un-subdivided mineral tract. The replat is part of the Calder Highlands Extension
Addition platted in 1931 when this area was still in the jurisdiction of Jefferson County, Most
of this area was used for oil exploration and production and never developed residentially
until recent times.
The developer asks for relief from the requirement of a permanent or temporary cul-de-sac
at the end of Taft because he will construct part of Brownstone Place street which will lead
to the future Brownstone Estates and will act as a turn -around for Taft Street traffic. Taft
will be 550 feet in length.
Entergy has requested a utility casement 10 feet in width to be placed along the front 10 feet
of each lot along both sides of Taft Street. Building setback lines need to be shown on the
plat. Comments from the City Engineer and Drainage District #6 are attached.
One objection was received from the Fire Marshall regarding the turn -around at the end of
Taft Street. His comments and a printed justification from the consulting engineer are
enclosed with this report. The Traffic Engineer has approved the street layout. He notes that
no visual obstructions by shrubs or fences inside the 10 foot wide common areas along Lucas
Drive will be allowed.
The overall proposal is in compliance with the Comprehensive Plan for development in a
neighborhood growth unit. The proposed subdivision complies with the Zoning Ordinance.

Attached please find 30 copies of the proposed Replat of Lots 48 thru 58, Block 42 and
Lots I thru 11, Block 47 of Calder Highlands Extension, three copies of the drainage area
map with hydraulic calculations, five additional copies of the Master Plan for the entire.
Brownstone development area and a check for $300.00 for review of the referenced plat.
This Replat is for an area of the City which was platted many years ago, however, no
street or utility development has occurred on Taft Street. Therefore, this Replat will also
serve as a Preliminary Plat for the development of Brownstone as well. A Replat is
necessary due to the fact that the developer desires to, reduce the width of Taft Street from
a 60' right-of-way to a 50' right-of-way within the limits of Brownstone. In addition, the
lot lines will also be relocated to provide the lot sizes as indicated. This 50' right-of-way
is in keeping with Section 24-13 (e) of the Subdivision Regulations,
The first development area will be Brownstone with eleven lots. Brownstone Estates will
follow as a private subdivision with a single outlet serving 27 lots which is in keeping
with Section 24-13 (e). Both developments will be for single family residencies. The
current zoning is R-S.
A portion of the drainage for the entire development will be placed in the first
development, Brownstone, to provide the trunk storm sewer which will outfall into the
existing DD #6 Ditch located along the south boundary of Brownstone Estates.

Brownstone Replat
The proposed water line, sanitary sewer line, fire hydrants, street lights and easements are
as shown on the attached plat, Taft Street will be a public street and Brownstone Place
will be a private street as indicated on the plat.
A modification to Section 24-13 (h) requiring a temporary cul-de-sac at the end of the
proposed Taft Street construction is requested. The initial portion of Brownstone Place
which also will be constructed, will provide adequate turn -around space for fire trucks,
etc.
Please process this Replat-Preliminary Plat for the July 20, 1998 Regular Meeting & Joint
Public Meeting of the Planning Commission. Thank you for your consideration in this

I have reviewed the referenced plat and have the following comments.
The site is located just south of Folsom Road on the west side of West Lucas Street in
northwest Beaumont. The proposed storm sewer appears to have adequate capacity, however,
the calculations indicate that some of the pipes will not generate scouring velocities. The
plans also indicate that the proposed storm sewer will discharge into Ditch 122-A. This is a
concrete lined channel and the tie in should be in accordance with the attached Digtrid
standard.
Please advise the City of these comments. If you have any questions, please call.

Chief Fire Marshall
Dear Murray-,
With regard to the above mentioned comments, we offer the following-
1) Earlier this month, I visited with you and we checked with Mark H.
concerning, the minimum width for a one way facility. His answer was 15
feet minimum. The preliminary plat indicates a 16 foot back of curb to
back of curb width. This width is more than adequate for access for fire
equipment to the private subdivision. Normal traffic lanes on city streets
are 12 feet in width. Approved residential streets are 27 feet back of curb
to back of curb, which provides for two 13.5 foot lanes. We have
provided 15 feet which is more than most city streets. If a fire should
occur, it would be normal to use both lanes for entry.
2) The proposed end of Taft Street will provide a turnaround for fire
equipment by using the portion of Brownstone Place that will be
constructed, This will enable the equipment to turn around without
interference with the barricade signs at the end of Taft St. Also, a gravel
roadway is to be constructed on Brownstone Place to the proposed lift
station.
Also please note that the lift station property and areas for water and sewer lines in the
proposed private subdivision will be given as easements to the City.
