SUBJECT: Request to abandon 650 feet of the 80 foot wide Gorman Road, being the segment
situated 650' north from the north line of the 220'wide LNVA Canal.

STAFF REPORT
XL Systems, Inc., a division of Grant Prideco, wishes to abandon the south 650' of Gorman
to the north line of the LNVA Canal right-of-way. This point is within the City, 50' north of
the city limit line, XL Systems owns all of the abutting property cast and west of the 650'
segment.
XL wishes to gate the road at the beginning of the company property to secure their plant
facilities. The company buys pipe world-wide. The purchased pipe is then threaded and bent
in an on -site machine shop. This product is sold to the off -shore oil and gas operators for
drilling of wells in the Gulf and elsewhere.
Gorman right-of-way extends south of the LNVA Canal into Jefferson County. However,
there is no bridge over the canal nor is the road improved south of the canal. Property south
of the canal is used for agricultural purposes, rice being the primary crop. Access to these
agricultural tracts is gained from the West Port Arthur Road on the east and a southerly
extension of Erie Street on the west.
There were no objections to this request to abandon the street. This proposal does not
contradict the proposed Transportation Element of the Comprehensive Plan.
If the City Council decides to abandon the 80'x 650' segment of Gorman, the city should
retain an 80' x 650' drainage and utility casement in lieu of the street to provide for the
drainage ditches, water line and sanitary sewer existing presently.

of the corporate limits of the City of Beaumont, Jefferson County, Texas, said Gorman Road
right-of-way,, containing 1.19 acres of land, more or less.

XL Systems, Inc. For reasons of securing these plant facilities, we would ask that the last
approximately 650 ft. (six hundred fifty feet) be abandoned.
