SUBJECT: Request for a specific use permit to allow wholesale durable goods (bulk electrical
wire and cable cut to order) in a GC -MD (General Commercial -Multiple Family
Dwelling) District.

STAFF REPORT
Priority Wire & Cable, Inc., of North Little Rock, Arkansas, wishes to open a branch in
Beaumont, Texas at 3140 South 1 Ith Street.
The property consists of 1.50 acres of land lying on the west side of I I th street, a major
arterial. There is an existing concrete and brick warehouse on the site containing
approximately 21,000 square feet. The structure is 260'x 75'.
The company buys and receives wire and cable in large spools, cuts the product to lengths
required and sells same to wholesalers for distribution to local industries. Priority Wire &
Cable will lease the property from a local owner with intentions to purchase, according to
the company president, Jim Newman.
The existing warehouse on the property has been used by various heavy commercial
businesses, product storage and industrial tenants for several years. The last tenant was a
vending machine company.
If the Planning Commission and City Council grant the specific use permit, a modification
to the landscaping/screening requirements should be granted. (Note that this is existing
commercial property).

The following is in response to information regarding site
plan at 3140 South 11th Street, Beaumont, Texas.
1,.) Boundaries of the area covered by the site plan are shown on
drawing.
2.) The location of each existing and proposed building and,
structure in the area covered by the site plan is shown on drawing.
Number of stories- one.
Height- 24 feet.
Roof line- 20 feet.
Gross floor area- 20,899 s.f.

5.) Location and dimensions of all curb cuts, streets, parking
area, and loading area are shown on drawing. Sidewalk - existing.
Lighting facilities are three outside flood lights on side of
building and street lights. Trash is roll away dumpster located
inside the building.
6.) Fencing is cyclone with trees at rear of warehouse. The rest
of the 8 acres has a -cyclone fence with trees.
7.) Sign- 4 foot by 6 foot
The following is in response to Section 30-26E the eight
conditions required for Zoning ordinance before a specific use
permit can be issued.
1.) The specific use will be compatible and not injurious to the
use and enjoyment of other property, nor significantly diminish or
impair property values within the immediate vicinity. Two specific
use permits have been already issued in the past. The building is
question has recently been greatly improved which would benefit
property values in the immediate vicinity.
2.) The establishment of the specific use will not adversely
effect the surrounding property and will, if anything, improve the
orderly development and improvement of surrounding vacant property.
3.) Adequate utilities, roads, drainage and other necessary
supporting facilities are already in place at this time.
4.) The City of Beaumont has just completed a project widening and
improving 11th Street and has provided new entrances for this
facility and adjacent properties.
5.) The storage of wire and cable has no odor, fumes, dust, or
noise. The only noise will be that of a truck pulling into the
facility to load and unload.
6. ) Lighting for the front of the building consists of City of
Beaumont street lights. There three lights on the south side of
the building which do not have any effect on neighboring
properties.
7.) There i-s sufficient landscaping and screening to insure
harmony and compatibility with adjacent property and the eight ,acre
tract has existing trees, bushes, and fence along the perimeter.**
8.) The purposed use for storage of wire and cable is in
accordance with the comprehensive plan.

** SECTION-30-31-B.3. Request relief from any additional
landscaping or fencing as may be required by ordinance around the
tract or in the existing parking. REASON:
1.) Automobile parking is not a problem on the one and one
half acres as shown on the site plan.
2.) There is not a need for additional landscaping to the one
and one half acre area as this is designated for trucks to park and
unload, This one and one half acre site is either asphalt,
concrete, or compacted base. This enables the driving of trucks to
the rear of the property to turn and park at one of the five bays
and this area must remain open and free of obstruction for this
use. A perimeter wood fence barrier is not needed as there is
already a natural existing barrier which contains a cyclone fence,
trees, and bushes which have been in existence for years. All the
loading and unloading activities will be to the south side of the
building which is not in the view of homeowners. This should be
pleasing to the homeowners as they cannot see anything.
We are bringing to Beaumont a company from Arkansas. It is
anticipated that this established company will do well in Beaumont
and grow producing more jobs and income for the Beaumont area.

Dear Sirs:
The start to finish of product sold from this warehouse is
done in the following manner:
1.) The warehouse orders reels of wire or cable from different
manufacturing companies and they are shipped by common.carrier to
the warehouse.:
2.) Upon arrival by the common carrier to the warehouse, the
warehouseman, will direct the common carrier to one of five bays for
the unloading of the wire or cable,.
3.) The warehouseman will take the bill of lading and check for
" the correct amount of reels and sizes against the purchase order
given.
4.) The warehouseman will then proceed to unload reels with
forklift or -manpower and stock within warehouse.
. ) The common carrier will leave after unloading to return to the
manufacturer and the warehouseman will close the warehouse bay
door.
6.) The phone rings in the office of Priority Wire & Cable and a
customer inquires about the wire and prices. Terms are agreed to
and a purchase order is produced.
7.) Shipment now will be the job of the warehouseman to remove the
reel of. wire from the -warehouse location and bring it to the
cutting machine. The reel is installed and unrolled to the
specified length required. The wire is then cut with tools that
range from a hacksaw to a hydraulic cutter. The wire in the reel
to be purchased is then secured within the reel and protected from
the elements. Then the reel is loaded onto a common carrier or
customer truck by forklift or manpower. Warehouseman closes bay
door.
8.) Common carrier or truck leaves the warehouse to deliver
product to the purchaser.
9.) purchaser is billed for his purchase order and pays at the
agreed time.
10.) Theme is no by product, environmental problems, smokes, fumes,
dust, etc. within this warehouse.

ANALYSIS continued
This application is in compliance with seven of the eight conditions necessary for approval.
Comments on Conditions 1, 4 & 7 follow:
L The proposed business is compatible in the neighborhood. Most of the surrounding
property is commercially developed or vacant land except for some residences facing
along Euclid between I Ith Street and the Santa Fe Railroad north of the subject tract
which is at 3140 South 1 Ith Street, a major arterial. The warehouse has existed for
about 25 years, and though now vacant, housed various industrial and commercial
tenants in the past. The tract contains 1.5 acres and provides adequate room for
loading and unloading of the wire spools from trucks into the building. Loading and
unloading is from the rear of the building. Behind and west of the building is a
wooded tract of land and the Santa Fe Railroad right-of-way.
4. There were some reservations from the Traffic Division regarding the width of the
driveway next to the concrete loading ramp shown on the site plan. However, the
existing concrete driveway leading from 11 th Street and extending along the south
side of the warehouse is able to accommodate 18-wheel trucks.
There will be at most three truck deliveries per day according to the company
president. The haulers call ahead prior to delivery. Loading and unloading is from
the rear of the warehouse through existing overhead doors. Only small sales will be
picked up at the front/side loading ramp,
7. This site has been used and developed many years for commercial and industrial
tenants. The applicant asks that no additional landscaping or screening be required.
Most of the property is paved with concrete, asphalt or crushed gravel. Chainlink
fences, bushes and trees exist between the houses on Euclid and the north side of the
warehouse tract,
