FILE: 1426-P STAFF REPORT Janella M. Keller wishes to operate a day care center for six children in her residence at 445 Flowers. The 400 block of Flowers lies between St. Anthony Street and Sabine Pass. Land use in the block is single family residential. if the Planning Commisssion. and City Council grant the specific use permit, a modification to the landscaping screening requirements will need to be acted upon. I would like to use parts of my home as a Group Day Care. The license and regulatory department stated that I could only have twelve children .in the group home at any time, I will have assistance when the enrollment is at twelve. I have received the orientation from the regulatory department a few months ago. Other training from the PAC PROGRAM was taken on May 11 through 15.This training was given to be certified as a director of any facility. St. Anthony and Sabine Pass are two streets that are easily accessible to and from planned group home. Proper drainage was provided at the onset of homes ' construction and does not need altering. An eight -foot fence will be installed around home to insure adequate space for playground, as well as, privacy from neighborhood. The driveways that have been planned will be arranged to provide adequate parking spaces including a handicap area. As you can see, every precaution necessary will be taken to assure prevention of anything that may be annoying to neighborhood. The group home would be an asset to the neighborhood. There are no group homes in our neighborhood. The nearest childcare center is about four miles from my home. • Page 2 I would like to thank proposal to the council. That the specific use will be compatible with and not injurious to the use and enjoyment of other property, nor significantly diminish or impair property values within the immediate vicinity, 2. That the establishment of the specific use will not impede the normal and orderly development and improvement of surrounding vacant property; 3. Comments on Conditions 4 and 7 follow: 4. The Traffic Division has approved the parking to accommodate a six child day care. 7. The applicant has proposed an 8' high privacy fence to enclose the lot on all three sides behind the house, She has not shown any additional landscaping, i.e., 10' wide planted buffer strip along the fence with trees. The site plan shows an 8' wide west side yard and a 9' rear yard. The east side yard is 19' wide, In addition, a 6' wide landscape strip is required for screening the parking lot frontage along Flowers. If this specific use permit as proposed is approved by the Planning Commission and City Council, a modification to the landscape regulations will need to be granted.
