STAFF REPORT
Tolerance Lodge # 1165 is a philanthropic, fraternal association of Masons. This lodge
has entered into a contract to purchase the 2,500 sq. ft. metal building at 8175 Gladys
Avenue. The tract contains 0.64 acres of land, is triangular in shape and abuts the east
side of the DD#6 drainage ditch. There are mixed land uses along Gladys in this area,
including offices, retail businesses and townhouses. Major Drive is 300 feet to the west.
If the Planning Commission and City Council grant the specific use permit, a modification
to the landscaping/screening requirements should be granted. (Note that this is an existing
commercial property.)

This letter presents data designed to satisfy the City of Beaumont's
requirements of a specific use permit under SIC group 864 for the property at
8175 Gladys, Beaumont, Texas 77706.
Tolerance Lodge #1165, a philanthropic, fraternal association of Masons has
contracted with Roy Kirkland, the current owner, to purchase this property.
The contract is contingent on obtaining a specific use permit for a
headquarters and meeting place of the lodge at this location.
Tolerance Lodge #1165 is a non-profit organization with minimum capital
that depends on dues and donations for its existence. It has been a Masonic
lodge in Beaumont for 47 years and ig affiliated with all the other Masonic
organizations such as the Eastern Star and the Shriners, who are also Masons,
with their 22 free, orthopedic and bums hospitals all over the country. There
are over 990 such lodges in Texas with about 150,000 members. Three of
these lodges are in Beaumont. Most small towns are home to, at least., one
lodge (e.g. Sour Lake, Lumberton, Evadale, Nederland, etc.). Most of the
previous United States Presidents were Masons.
The property at 8175 Gladys is bounded on the west and south by a drainage
ditch and on the east by a retail landscape and nursery operation. Gladys
Avenue is the northern boundary -and -provides. access to -the site which has
been in commercial operation for years.
The lodge does not plan to change anything on the site or on the building
exterior except to move the front door a few feet west for better access. The
building interior must be modified slightly to provide small offices, a kitchen,

a meeting room and a rest room. Cash is scarce and the members plan to do
most of this, work themselves.
The site plan is attached. It shows the existing 2500 sq. ft. metal building
with three access doors. The lodge has 227 members and a normal meeting
attendance of less than 5%. Thus, 10 parking places have been designated
along the building front in the rock parking area. One handicapped parking
location has been set aside in front of the main entrance. City trash collection
will be used and no signs are planned. The building will be ADA compatible.
The specific use requested will be compatible with the use and enjoyment by
the neighbors of surrounding properties and will not diminish property values
in the vicinity.- Many members live close' by and can walk to the meetings.
All existing utilities, parking, access roads, drainage and other necessary
facilities are in place and are adequate for the requested specific use. The site
drains SW into the existing ditch. Fencing and 6' high bushes are in place on
the east and south sides of the site.
We believe the proposed use is in accordance with the comprehensive plan
approved for Beaumont.

we may implement our purchase and general plan?

This application is in compliance with the eight conditions necessary for approval.
Comments on Conditions 1 and 4 follow:
1. The use of the existing commercial building for a Masonic lodge meeting place will
be compatible in this neighborhood of mixed uses. The previous tenant was a
contractor. This triangular tract of land lies between a wide ditch and a plant
nursery. Over the years, several specific use permits for offices have been granted
by the City Council in this area along Gladys.
4. The Traffic Division has approved the proposed plan subject to minimum parking
and drive requirements as shown on the site plan.
7. This site has been occupied over the years by a number of commercial and
institutional uses. The applicant asks that the specific use permit be approved with
no additional landscaping or screening required. A wood screening fence is
located along the rear of the property.
